BACKGROUND

Purpose of Activity/Assignment:

The purpose of the role is to support the UNICEF Belarus country office Operations team in the administrative and operations functions while office renovation project which requires specific additional knowledge and provision support with dedicated tasks.

Under the supervision and guidance of the supervisor, the Consultant will be responsible for executing a variety of specialized tasks.

Scope of Work:

Under the supervision of the Operations Manager and overall guidance, the consultant will:

Renovation Project

  • Provide oversight/coordination to the redesign and renovation project in the office premises,
  • Monitor the GrAF greening & accessibility fund project implementation,
  • Liaise with the Construction company staff to ensure timeliness and quality of services,
  • Procure all necessary supplies within the Renovation and GrAF projects,
  • Ensure the supply processes are within UNICEF rules and procedures,
  • Ensure the smooth office functioning throughout the construction period (movement of furniture, equipment and staff).

Logistics & Supplies management

  • Assist in organizing the office events, such as retreats, conferences, outings by making logistical arrangements through engaging with facilitators, caterers, hosts, and the travel arrangements (if required)
  • Follow-up with review office supplies procurement plan, purchase and timely distribute corresponding office supplies.
  • Support management of administrative supplies.
  • Support on the purchase and timely distribution of office supplies. Monitor adequate and appropriate use of supplies.

Administrative support

  • Liaise with local administration of the Dipservice on the matter of projecting documentation and installation of Smart meters.
  • Maintain documentation related to administration (correspondence, contracts, invoices, etc.)
  • Support on collecting data for 2024 Environmental Footprint and Accessibility (EFAAT) Reporting.

Qualifications

Education:

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work.

Work experience/Knowledge/Expertise/Skills required:

  • A minimum of 5 years of relevant administrative or clerical work experience is required.
  • Fluency in English is required.
  • Work experience with or in partnership with UNICEF and other UN agencies will be an assert
  • Training and experience using MS Word, Excel, PowerPoint, and other UNICEF software such as SharePoint; knowledge of integrated management information systems required.
  • Organizational, planning and prioritizing skills and abilities.
  • Ability to deal patiently and tactfully with visitors.
  • High sense of confidentiality, initiative and good judgment.
  • Ability to work effectively with people of different national and cultural background.
  • Ability to work in a team environment to achieve common goals and to provide guidance to more junior support staff

  • Financial proposal should be submitted using the financial offer template and must:
    • Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
    • Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.
    • Include any other costs: health insurance, payment of an incidental expenditure (such as bank charges, insurances, etc.) and living costs as applicable.
  • Indicate your availability.
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
