How can you make a difference? 

Objective:

The primary objective of this consultancy is to develop a comprehensive SBC Strategy for immunization efforts, ensuring gender considerations are integrated into every phase from planning to implementation and monitoring, with a core focus on Human-Centered Design (HCD). The strategy will prioritize the needs of the community, especially women, girls, and marginalized groups, ensuring that solutions are tailored to their specific challenges and aspirations.

Specifically:

  1. Conduct a behavioral and Immunization Landscape Analysis, reviewing data and engaging with stakeholders to identify gender-specific barriers and challenges to immunization access, uptake, and retention.
  2. Facilitate a series of HCD workshops and design sessions to ideate, prototype, and test gender- responsive solutions for immunization.
  3. Develop a strategy enabled by RapidPro to sustain community engagement throughout the program design and implementation process, grounded in HCD principles.

Scope of work:

The scope of work involves conducting a comprehensive behavioral diagnosis related to barriers to immunization using Human-Centered Design principles and gender lenses, while simultaneously developing a digital engagement platform through RapidPro. The research will focus on understanding user needs and behaviors to craft engaging digital solutions, while addressing gender-specific challenges in immunization access and delivery. Through participatory design approaches, the consultant will facilitate stakeholder co- creation of gender-responsive solutions, complemented by a sustainable digital mechanism that enables continuous community feedback and engagement.

This integrated approach ensures that women, girls, and marginalized groups' perspectives are central to both the research process and the resulting digital platform, creating a sustainable framework for ongoing community participation in health, immunization , nutrition programs, and improve access to available government public services

Specific activities include:

  1. Applying Human Center design approach to understand barriers to immunisations

-This activity focuses on understanding and addressing gender-related barriers to immunization through participatory research and field activation. It is divided into several phases. It involves engaging with communities, particularly women, to understand their experiences, challenges, and needs related to immunization. The goal is to gather insights that are directly informed by the people affected.

-Inception Phase: Over six weeks, this phase involves initial groundwork, including participatory assessments to map out the behavior, gender barriers and immunization landscape. The main deliverable is a comprehensive report analyzing the current situation and identifying key challenges.

-Co-Creation of Solutions: Two human-centered design workshops will be conducted to collaboratively develop solutions for improving service delivery. The outcomes of these workshops will be documented in detailed reports with actionable recommendations.

  1. Development of Educational Materials

-This activity aims to create culturally sensitive educational resources to enhance awareness about public health services and improve access for vulnerable communities. Over six weeks, the following deliverables will be produced:

Brochures tailored to the needs of diverse communities, providing clear guidelines on available public health services.

An outreach strategy specifically designed for the most vulnerable populations, including families of children on the move.

A training guide and curricula for Community Health Workers (CHWs) and Ministry of Health and Population (MOHP) staff, ensuring they are equipped with the knowledge and tools needed for effective community engagement.

  1. Field Activation

Field activation is a critical component aimed at implementing the solutions developed during earlier phases. This 10-week activity includes:

A training program comprising at least four workshops for MOHP CHWs, staff, and local community volunteers. These workshops will focus on building capacity and fostering collaboration.

Documentation of the field activation process, including detailed reports capturing progress, challenges, and outcomes.

  1. Multi-Stakeholder Validation Workshop

The consultant will facilitate a one-day stakeholder workshop to present the assessment findings with focus on presenting qualitative research findings, user journey maps, and behaviorl bottlenecks. The workshop design should enable interactive discussions on implementation challenges and solutions. The workshop will convene representatives from the Ministry of Health and Population, UNHCR, IOM, WHO, and civil society organizations to ensure comprehensive stakeholder engagement. Through participatory approaches, the workshop aims to achieve stakeholder alignment on the way forward to eleminate gender-related barriers to immunization, and improve Non-egyptian communities, refugees and asylum seekers access to public service.

  1. RapidPro Community Platform Development

The RapidPro platform will be established as a digital tool to enhance community engagement and monitoring efforts. This activity consists of three main components:

Platform Setup: Over a 10-week period, the RapidPro platform will be set up and hosted on UNICEF's cloud infrastructure. The platform will include workflows for monitoring, evaluation, and beneficiary engagement.

Workflow Development: co-design with partner NGOs/CBOs SBC workflows to facilitate effective communication with beneficiaries and streamline data collection processes.

Platform Deployment: Within 12 weeks, the platform will be fully deployed engaging at least 4key implementing partners from the civil society and or academia. Training sessions will be conducted for  staff to ensure they are using the platform effectively and are reporting on results.

6.Final report

The consultant will evaluate RapidPro's implementation as UNICEF Egypt's digital platform for social and behavioral change communication. Through human-centered design methodology, the analysis will assess the platform's effectiveness in real-time two-way communication, data collection, and monitoring of behavioral drivers and behavioral change indicators across health, nutrition, and child protection sectors. The final report will provide strategic recommendations for scaling RapidPro's impact on social transformation, including technical integration requirements and sustainability considerations, aligned with UNICEF's standards and Egypt's development priorities.

    For Deliverable One (Human-Centered Design for Immunization Interventions), the consultant will work closely with the UNICEF lead researcher at every stage by introducing HCD approaches such as participatory assessments, co-design workshops, prototyping, and iterative testing.
    For Deliverable Two (RapidPro Platform), the consultant will support the UNICEF T4D team by applying HCD principles during platform development, ensuring user-centric design for workflows, interfaces, and engagement tools.
    Payment milestones are tied to deliverable completion percentages as outlined above.
    Conditions of work:

The consultant will work under the supervision of UNICEF SBC Innovation and system strengthening officer and will closely collaborate with the T4D team for the rapidpro platform setup

The consultancy is for 12 months with payment linked to deliverables, with potential for renewal upon satisfactory performance

To qualify as an advocate for every child you will have… 

-Masters Degree in Public Health, Development Studies, or related fields Technical Expertise

-At least 10+ years of experience in human centered design, research and data analysis, and extensive experience in refugee and asylum seeker community engagement, evidenced by previous work conducting participatory assessments, facilitating community meetings, and implementing door-to-door outreach activities

-Familiarity with digital tools like Kobbo, RapidPro for monitoring and evaluation

-The evaluation of candidates will be based on demonstrated expertise and verifiable portfolio of work. Candidates must provide evidence of the following competencies:

-Samples of previous rapid assessment reports demonstrating data collection and analysis capabilities.

-Samples of concept notes developed for humanitarian interventions.

-Documentation showing experience in participatory community engagement through meetings, door-to-door visits, and cultural events.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
