Background: The education system in Montenegro is responsible for over 120,000 children and students across preschool, primary, and secondary education levels. Governed by the Ministry of Education, Science and Innovation, it employs over 10,000 teachers and other employees. Teachers in Montenegro play a crucial role in the education system, including in the ongoing reform processes.  The staff in schools include teachers and professional advisors, such as: school psychologists, pedagogoues, social workers, speech therapists and other special education professionals, and teaching assistants for inclusive education. Also, some schools employ associates for social inclusion for supporting the education of Roma and Egyptian students. The head of the school is the principal, and the school can also have assistant principals. Teacher Education Strategy (2017-2024)1 systemically regulates and sets direction for improvement of teacher education having in mind they significant role in the process of education.  The number of professional advisors, i.e. psychologists, pedagogues, and other professionals, increased over the last five years. Ministry of Education, Science and Innovation has recently changed Legal framework regulating number of support professionals working in preschools and schools, to ensure better and more tailored support. The increase in the number of professional advisors will be necessary in the upcoming period of intense reforms, and further changes are needed to improve the quality of work in schools, school ethos, relational trust, dropout and violence prevention and evolving inclusive education. Education Sector Anaylsis (2015-2020) emphasis that there is no policy document regulating the planning of human resources in the education sector and that absence of reliable baseline data about the current situation makes evidence-based future planning almost impossible. Thus it is recommended to improve the national HR database for education and determine the need for future teachers and other school professionals by level, subject, region, etc. by using student projection models for future HR planning. The Montenegrin Educational Information System (MEIS) was introduced in 2004 and is a comprehensive platform designed to support the education sector in Montenegro. MEIS today has various services serving for over 120,000 students, 10,000 teachers and other employees in education system, and educational institutions, enabling entry and access to information from the database. System serves as the crucial soruce of data used by the National Statistical Office (Monstat) and other relevant state instituions, serving as a valuable tool for managing and improving the education system in Montenegro.  It maintains a database of employees, but that database is incomplete and it needs update for evidence-based planning for future teacher policies. Therefore, the existing data needs to be reviewed and the missing datasets identified and collected (e.g. certain demographic information, prior academic/subject competency, training records). Upgraded teacher HR database within the Montenegrin Education Information System should provide essential data and ensure timely forecasts of the teaching staff needed for the education system.

How can you make a difference? 

UNICEF is seeking a dedicated consultant to provide technical assistance to upgrade teacher HR database within the Montenegrin Education Information System (MEIS). Under the direct supervision of the Education Officer, the consultant will provide technical assistance to the Ministry of Education, Science and Innovation by including and developing the missing datasets in the Montenegrin Education Information System (MEIS) to enable quality monitoring and planning of teacher management and teacher professional development policies. 

Purpose of Assignment: The purpose of the assignment is to provide technical assistance to upgrade teacher HR database within the Montenegrin Education Information System (MEIS). The objective is to provide technical assistance to include the missing datasets (such as demographic information, academic/ subject qualifications, training records, etc.  A comprehensive HR database will enable quality to monitor and plan teacher management and teacher professional development policies.  

The analysis is part of the larger project ‘Quality Education for All Children in Montenegro’ supported by European Delegation to Montenegro. 

Methodology:  

The assignment will involve the following five stages:  

  1. Expansion of database with newly created tables and codebooks for the purposes of entering data necessary for portfolio for employees in educational institutions; 

  1. Development of an application for all employees in educational institutions 

  1. Creation of a new group of users to access the application for employees in educational institutions, administrated by ICT coordinators; 

  1.  Creation of an application for Ministry of Education, Science and Innovation employees with the specific functions; 

  1. Creation of an application for employees in central educational institutions, to ensure availability of reports of employees in educational institutions  

The applicants are required to submit a methodological approach (max 5 pages in PPT format) they can/plan to use to conduct the assignment. 

The Consultant will work under supervision of Education Officer (NoA) and in close collaboration with EMIS Department of Ministry of Education, Science and Innovation Department. Additionally, it is expected that the Consultant will spend approximately half time of the assignment work in the EMIS department of Ministry of Education, Science and Innovation based in Podgorica.   

The data used are being loaded from that database, and those that need to be supplemented are done in the existing database, which should be expanded with additional tables that will be relationally connected to the new one. To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree (Master's) in ICT. 

Experience:  

  • At least 10 (ten) years of experience in ICT.  

  • Experience in education management systems. 

  • Familiarity with the local context in Montenegro is a distinct advantage;  

  • Previous experience of collaboration with the UN/UNICEF is an asset.  

Language:  

  • Fluent knowledge of Montenegrin, and Croatian and an advanced knowledge of English language. 

Other:  

  • Good writing skills, presentation skills, and strong strategic and analytical skills.   

  • Ability to work with different stakeholders.  

  • Demonstrates tact and a high sense of responsibility and discretion.  

  • Demonstrates integrity and high ethical standards.

Payment schedule:

The payments will be made upon successful completion of the deliverables, field visits and submission of invoices as per above delivery schedule. The finalization of deliverables will be confirmed with EMIS representative.  

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.  

Mandatory E-learning:

Upon conducting the recruitment process and prior to the signing of the contract, the consultant will be required to complete the following online courses. All certificates should be presented as part of the contract.  

1. Ethics and Integrity at UNICEF  

2. Prevention of Sexual Harassment and Abuse of Authority (PSEAA)  

3. Prevention of Sexual Exploitation Abuse (PSEA)  

Before commencement of any travel on behalf of UNICEF, the Consultants and Individual Contractors must complete course on General Information Security Awareness Course.  

In addition to above, any consultant or individual contractor must complete the following courses no later than 30 days after signature of contract:  

1.Fraud Awareness;  

2.General Information Security Awareness Course (only for consultants/individual contractors with a UNICEF email address).  The above courses can be found on Agora through the following link: AGORA: Log in to the site (unicef.org).  

Course completion certificates should be shared and retained with the human resources unit of the hiring office.  

 Selection metodology:

All applicants will be screened against qualifications and requirements set above. Candidates fully meeting all the requirements will be further evaluated based on the criteria below. The proposal will be evaluated against the following criteria:  

 A) Technical criteria – Technical evaluation process / Maximum points: Desk review of CVs -70 % of total evaluation: max. 70 points

Only candidates who obtained at least 70% of points from the technical part (who will score at least 49 points) will be qualified for considering for financial proposal evaluation. 

B) Financial criteria – evaluation of financial proposal/max. 30 points 

The applicants are requested to submit as a separate document their lump sum financial proposal consisting of a professional fee and costs for filed visits. Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x  30].
