BACKGROUND
Purpose of Activity/ Assignment:
The Child Nutrition Fund (CNF) is a UNICEF-led coordination and funding mechanism designed to accelerate the scale-up of sustainable policies, programmes and supplies to end child undernutrition in high-need countries. The CNF mobilizes resources to accelerate the implementation of evidence-based, high-impact actions designed to tackle key nutrition challenges, including stunting, wasting and anaemia in children and women. The CNF empowers countries to accelerate progress in achieving their national commitments to the nutrition of children and women and the Sustainable Development Goals (SDGs).
To further expand its reach and impact, the CNF seeks a dedicated Partnerships Consultant to support resource mobilization, donor engagement, proposal development, and donor reporting.
Scope of Work:
Under the supervision of the Senior Adviser, Financing for Child Nutrition and Development, the Partnerships Consultant will play a pivotal role in strengthening CNF’s strategic partnerships. The consultant will be responsible for supporting fundraising efforts, developing high-quality proposals, and coordinating donor reporting.
The consultant will be responsible for the following tasks:
1. Stakeholder Engagement
o Facilitate CNF Management Unit’s engagement with key internal stakeholders, including PPD, PFP, Supply Division, and UNICEF National Committees, ensuring alignment and collaboration.
o Support relationship management with bilateral, multilateral, philanthropic, and private sector donors, contributing to donor engagement and stewardship efforts.
o Develop partnership strategies and engagement plans, and provide briefing materials, talking points, and background notes for senior management to support CNF’s strategic objectives.
2. Fundraising & Proposal Development
o Develop funding proposals, concept notes, and presentations tailored to specific donors, in collaboration with internal technical teams.
o Track fundraising opportunities and donor priorities, proactively identifying new partnership opportunities.
o Preparation for donor negotiations, meetings, and high-level missions.
o Update the CNF Resource Mobilization Strategy.
3. Donor Reporting & Compliance
o Develop high-quality, data-driven donor reports that align with donor agreements and CNF objectives, ensuring financial accountability and transparency. Coordinate inputs from Country Offices, technical leads, and other relevant teams.
o Support with the preparation and submission of grant-related reports, ensuring accuracy, completeness, and timely delivery. Maintain a reporting calendar, track deadlines, and keep stakeholders informed of progress.
o Compile financial and programmatic data into detailed, visually engaging reports tailored to donor requirements, collaborating with the communications and data consultants to enhance clarity and impact.
Deliverables
The consultant is expected to deliver high-quality outputs:
• High-quality donor proposals and concept notes submitted as per deadlines.
• Timely submission of donor reports, meeting UNICEF quality standards.
• Strategic partner engagement plans and up-to-date donor tracking tools.
• Updated CNF fundraising strategy.
• Regular updates to CNF leadership on partnership developments.

• Attend the CNF team weekly meetings happening every Monday; carry out a first month of intensive trainings with the supervisor and team (at least 4 meetings per week).
• A detailed Partnerships Work Plan developed, outlining fundraising targets, donor engagement calendar, and reporting timelines for the consultancy period.
• A donor landscape mapping report submitted, providing analysis of existing and prospective donors across bilateral, multilateral, philanthropic, and private sector partners.

Proposal development & donor engagement
• A minimum of three tailored, high-quality funding proposals or concept notes submitted, including at least one targeting a new donor.
• At least 5 customized donor pitch decks and briefing materials developed and updated for senior management, covering at least 5 key donor meetings or high-level missions.
• At least 5 follow-up communications and coordination after donor meetings will be documented to ensure continuity and progress of engagements.

Donor Reporting & Compliance
• At least 8 donor reports compiled and submitted in a timely manner, ensuring alignment with donor agreements and CNF objectives, and incorporating data-driven narratives.
• A comprehensive Donor Reporting Tracker delivered, monitoring deadlines, responsibilities, and submission status.
• The consultant will arrange weekly and/or monthly meetings, with each relevant UNICEF divisions to gather required inputs for reporting.

Strategic Partnership Strengthening
• At least two partnership engagement events or roundtables (virtual or in-person) organized and facilitated, aimed at showcasing CNF progress and deepening partner relationships.
• Two partnership engagement strategy documents drafted, focused on strengthening collaboration with specific stakeholder groups (e.g., private philanthropy, regional bodies).

Resource Mobilization & Sustainability
• A mid-term fundraising status report submitted, analyzing funds secured, identifying pipeline opportunities, and highlighting funding gaps.
• At least 5 collaborative sessions with Natcoms to align CNF priorities with broader strategies, ensuring participation from key stakeholders

Qualifications
Education:
Advanced university degree (Masters) in Public Health, International Development, Public Administration, Business, Communications, or related fields.
Work experience:
Knowledge/Expertise/Skills required:
• Minimum 7 years of progressively responsible professional experience in partnerships, resource mobilization, donor relations, or external relations, preferably within the UN, NGOs, or international development organizations.
• Proven experience in developing funding proposals and donor reporting.
• Strong understanding of nutrition, health, or development programming is an asset.
• Excellent communication, negotiation, and interpersonal skills.
• Ability to work independently, manage multiple priorities, and meet deadlines.
• Fluency in English is required; knowledge of another UN language is an advantage.

o the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
