How can you make a difference? 

National Consultant to support in program participant data of social protection programmes (cash transfer programmes – bimonthly and one-off; Disability Management Information System). 

Scope of Work: 

The Social Policy and Child Rights Monitoring section of UNICEF Myanmar currently is implementing social protection cash transfer programmes to most vulnerable conflict-affected population, including children, children with disabilities and families with disabilities in Myanmar.  The SP section is also taking  initiative in building the program participant database for the development of integrated services (health, social protection, assistive devices, inclusive education, WASH, safe access to information/referral to basic social services, etc.) as per their situation and particular needs, as well as the barriers to the protection and promotion of their rights.  The consultant will support in updating the program participant database and support in streamlining the programmes and services.

Confidentiality: 

The documents/contents produced during the period of this consultancy will be treated as strictly confidential, and the rights of distribution and/ or publication will reside solely with UNICEF.

Duration of Assignment : from 6 May 2025 to 31 Dec 2026

-          Act as a focal person of disability database and maintain user management  

  • Regularly check the incoming data in DMIS and provide approvals/ reversals, update and de-duplicate program participant data
  • Regularly provide new participant data to call center for onboarding process
  • Provide program participant data of regular (bi-monthly) cash transfer programme in timely and accurate manner
  • Monitor and provide geographical breakdown of cash withdraw status (pending/success) on daily basis during the payment cycle
  • Provide program participant data of emergency cash transfer programme in timely and accurate manner
  • Support in the analysis of data, and random sampling for payment verification processes
  • Develop FORMs using Inform, KOBO and other relevant applications
  • Regularly update cash transfer programme data in the HOPE system
  • Liaise with the application software developer/IT colleague in database issues related to Modules (ticketing, call management, cash transfer, etc.,)
  • Support sections in strengthening disability-related activities on a demand basis
  • Champion in analysing data and categorize the data for integrating children with disabilities to SPCRM’s ongoing programmes (such as the provision of disability specific services, assistive devices and other UNICEF priority programs)

To qualify as an advocate for every child you will have… 

Education:

  • Completion of secondary education, preferably supplemented by technical courses related to the nature of works.  Enter Disciplines: Development Studies, International Development, Social Sciences, or any other relevant field.

Experience: 

  • A minimum of 2 years of relevant work experience is required.
  • Proven experience working in the field of disabilities and prior knowledge on the disability data and Application.
  • Training and experience using MS Word, Excel, PowerPoint and other software. Good reading, writing and analytical skills (descriptive analysis).
  • Good communication skills: Ability to work independently and as a team member both within and outside the office.
  • Prior experience in UN Organizations/ UNICEF is an asset.
  • Fluency in English and in Myanmar required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
