BACKGROUND
Purpose of Activity/Assignment:
With the overall organizational refocus to become more agile, lean and fit for purpose structure the office has announced the consultant position that will advance the office efforts to deliver impactful results in Partnerships and Operations.
The position will focus on enhancing the donor engagement activities to advance fundraising which is crucial for the office efforts to self-sustain its operations. Additionally, the candidate will support Operational tasks to complement fundraising and advocacy campaign projects.
The candidate also needs to support operations to compliment ensuring that the communications supplies and visibility items are accessible and easy to locate, safely stored, fraud protected and accurately reflected in the organizational systems, such as Inventory, Vision, mAsset app, etc. The consultancy aims to enhance operational efficiency by fostering closer collaboration and mutual support across key areas.
Belarus Country Office is operating in an upper-middle income country context. The specific geopolitical situation is also dictating a particular approach to engagement of private and public sector donors. Mobilizing financial resources from the individual and corporate donors in support of the most vulnerable children is a key opportunity for the Country Office with limited resources.
Acknowledging the vital role of the private sector, UNICEF will continue the strategic engagement of business and individuals to reach the maximum sustainable impact for children through generating income and influence at scale. Despite the uncertainties in the private sector landscape development, UNICEF is adapting to changes and continues exploring innovative fundraising modalities through diversification of sources, such as digital fundraising, customer fundraising through corporates, cause-related marketing campaigns, converting advocacy into financial opportunities.
Since July 2023, Belarus Country Office operates under the ECA Cluster to optimize its fundraising efforts, scale up activities and bring return on investment to UNICEF. Starting from October 2024, Individual Giving channel will be fully operated from the side of the Cluster (digital only). However, following the thorough analysis of the in-country needs and capacities, the CO envisages the need for the specific technical assistance to increase the efficiency of our processes, to leverage the opportunity of offline fundraising events, strengthen our joint efforts in raising funds for children in Belarus, and thus contribute to resource mobilization for the CPD implementation.
The Donor Engagement and Operational Support Consultant’s critical role is to support the Country Office donor engagement (both private and public), as well as fundraising activities to ensure the implementation of all planned activities to attain the private sector partnership business targets. The consultant will also provide support function in operational services for effective resource management such as the transfer of office supplies, ensure communication and visibility items are kept in a safe location and set up monitoring and control system in the warehouse. The consultant will work under the guidance and support of the partnership officer and the Operations Manager and with relevant colleagues.
Scope of Work:
Donor engagement component:
The Consultancy will focus on fundraising and donor engagement activities, along with the Comms Officer working closely with the established ECARO PSFR Hub for preparation and localization of visuals and fundraising assets for IG campaigns, as well as preparing accurate reporting of results and donor-related data.
The main tasks and deliverables will include:
- Contributing to the development of proposals and customer fundraising models for corporate partners.
- Supporting the CO in preparation and organization of the donor engagement events.
- Communication with individual donors and corporates through tailored communication messages and UNICEF digests on particular topics presenting UNICEF work at large.
- Technical support in collaboration with the payment service providers; timely and accurate reporting of results and donor-related data.
Resource management/operation support function.
- The Consultancy will support efforts to enhance the effectiveness and efficiencies of CO resource management. Assist in preparing financial refund requests for 1st, 2nd and 3rd quarters 2025 (compiling documents, preparing Excel sheets, analysis of financial (VAT) receivables in Vision (based on the report generated from Vision by the Finance Associate), analysis of the amount received from the local tax office).
- Support office with warehouse activities during transition to a new warehouse
Support with creating/maintaining database of the items in the new warehouse

Prepare the financial refund request for the 1st, 2d and 3d quarters 2025 including the following steps: - Based on the bank statements for CO’s local BYN and USD accounts, list of receivables from Vision to prepare two draft tables (BYN and USD) with financial refund amounts (bank statements and list of receivables are to be provided by Finance Associate). - Compile folders with original hard copies to be submitted to the local tax inspection. Include into this compilation printed bank payment orders with supporting documents, receipts/cheques for Petty Cash, p-card and debit card (Belkart) payments, receipts provided by diplomats. - Prepare the final VAT refund request to be provided to the local tax office based on the official format, split into months. Prepare a draft of the official letter to the tax office. - After receipt of the VAT refund to the CO’s local bank account to prepare NFR with USD amounts for payment of the received VAT refund to diplomats and provide to the Finance Associate to be submitted to GSSC for further processing. |

Qualifications
Education:
- Communication, Journalism, Marketing, other related disciplines
Work experience/Knowledge/Expertise/Skills required:
- A minimum of five years of relevant professional work experience in partnerships, fundraising, marketing, technical support, financial and administrative management.
- Good understanding of donor landscape, partnerships building and communication.
- Prior experience and hands on knowledge of managing fundraising projects.
- Solid understanding of fundraising mechanisms
- Prior experience in designing, management, organization, monitoring and evaluation of activities related to networking and partnerships.
- Strong analytical and organization skills.
- Fluency in English.
- Advanced computers and MS Office knowledge and skills is required. Experience in work with large data volumes and spreadsheets.
- Experience of working in the UN system is an asset.

- Financial proposal should be submitted using the financial offer template and must:
- Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.
- Include travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. Consultants are responsible for arranging their own transportation arrangements. UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
