How can you make a difference? 

Under the supervision of the Health Manager, to support the costing of the RMNCAH (Reproductive, Maternal, Newborn, Child, and Adolescent Health) Strategy.  The costing will include calculation of detailed cost estimates for each component of the strategy, considering both direct and indirect costs. This cost data will be integrated into the final validated and approved RMNCAH strategy document.

 

WORK ASSIGMENT:

1.  To organize coordination meetings between MCH-MoH team with international cost consultants including relevant stakeholders on the National RMNCAH strategy costing plan.

2. Collecting, analyzing and sorting all required financial and non-financial information for the RMNCAH programme;

  • Collect other financial and non-financial information required for all activities identified under the RMNCAH strategies and compiled by Government or by different donors such as UNICEF, WHO, UNFPA, World Bank.  These would include salaries/incentives of health workers in the programs; costs of meetings/workshops; costs of equipment; demographic data; macro-economic indicators such as inflation rates, gross domestic product, etc.
  • Participate in the discussion related to costing/budgeting/financing with the key stakeholders within MoH, MoF, UNICEF, WHO and UNFPA.

3.  To organize and/or conduct any required field trips for consultation with health managers or workers outside of Dili, to collect cost data, feedback or documentation (5 days field visit).

4. To support the preparation of the overall estimates for the cost using the chosen costing tool Support the national MCH team to identify required cost categories, to align with the RMNCAH strategy, national budget structure, and other categories required for financial planning. 

  • Work closely with the international costing consultation and MCH-MoH to identify costing methodology and the unit costs for the RMNCAH, considering all system components.
  • Finalize the estimated costing/budgeting/financing of both the NIS and RMNCAH, using the agreed costing application.

5.  To prepare validation workshop on the final costing draft in coordination with MoH-MCH team.

6. To arrange the final costing draft, translate to Tetum, coordinate with MoH-MCH and UNFPA to integrate Costing document with RMNCAH strategy document and design, printing and distribution, including knowledge management of all compiled data and documents.

DELIVERABLES: 

1.  Meeting conducted and minutes of the meeting developed.

2.1. Other financial and non-financial information required for all activities identified under the RMNCAH strategies and compiled by MoH, MoF, INSPT and other parts of Government or by different donors such as UNICEF, WHO, UNFPA and World Bank collected including salaries/incentives of health workers in the programs; costs of meetings/workshops; costs of equipment; demographic data; 2020 Nutrition survey report, macro-economic indicators such as inflation rates, gross domestic product, etc

2.2.  Participated in the discussion related to costing/budgeting/financing with the key stakeholders within NIP, MoH, MoF, UNICEF and WHO, and ensure clear information is collected and included in the costing methodology.

3.  Required field visits are organized and undertaken, in coordination with MCH-MoH, and with good participation from health managers and workers.

4.1. Support provided to the National MCH team and international consultants to finalize the costing methodology, collect unit cost data and prepare the overall estimates for the cost of the RMNCAH, considering all system components.

4.2.  The estimated costs of both the NIS and RMNCAH, using the chosen costing tools application finalized.

5.  Validation RMNCAH costing and strategy workshop conducted, with good representation and participation from relevant stakeholders.

6.1. Integrated costing document with RMNCAH strategy translated, designed, printed and distributed.

6.2.  Digital and hard copy data and documents labeled and filed for future reference.

To qualify as an advocate for every child you will have… 

  • Advanced university degree in medicine, public health, social sciences, statistics, planning development, and/or related field is required. A degree in epidemiology, biostatistics, economics, accounting or financing will be an added advantage.

  • Experience:

    Essential: At least 5 years of relevant experience at national level, if possible, in the health sector

    Desirable: Working experiences with international organization

    Skills:

    Sound knowledge in preparing costing and budgeting, and in accounting and financing.

    Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
