Purpose of Activity/Assignment: Provide coordination and liaison support at the field implementation level of the different service providers contracted (contractors and site engineers) by UNICEF and the UNOPS/NCRP team at the district level, monitoring the WASH construction works carried out by the contractors and consultants contracted by UNICEF in the districts of Metuge, Chiure, Ancuabe, Montepuez, Namuno, Balama, Muidumbe, Mocimboa da Praia and Palma or other districts in the Province of Cabo Delgado.

Scope of Work: The consulting services to be provided under this contract include coordination and liaison at the field implementation level of the different service providers contracted (contractors and site engineers) by UNICEF and the UNOPS/NCRP team at the district level, monitoring the WASH construction works carried out by the contractors and consultants contracted by UNICEF: The following services are included:

A. Participate in the inspection of the contractor’s workshop verifying all the equipment allocated to this assignment.

B. Monitoring the contractor's mobilization and confirm that the equipment and materials presented in the shipyard inspection are those present on the field.

C. Monitoring of ongoing construction and Rehabilitation works of Solar Piped Water Supply System under the following terms:

• Borehole cleaning, development, and flow test.

• Review the Project Design of each water supply system and drawings submitted by the contractors, verifying the following aspects: dimensioning of the tower structure and all system components, location and orientation of solar panels, community engagement to ensure systems maintenance.

• Installation of the solar pump and respective solar panels and accessories.

• Ensure that contractors comply with all environmental, hygiene and safety protocols during the construction and rehabilitation work

• Confirmation of delivery of the maintenance manual, in the case of solar systems.

D. Monitoring drilling and construction work under the following terms:

• Drilling of the boreholes including description of the lithologies crossed by the borehole.

• Borehole casing including filters and sealing; Borehole cleaning, development, and flow test.

•  Construction of the platform and complementary works according and Installation of hand pump type Afridev.

• Training of the maintenance group including confirmation of delivery of maintenance keys of the hand pump.

E. Promptly notify UNICEF in case of any deviation from the standards set out in the BoQ and contract specifications.

F. Confirm every positive borehole, considering the criteria established in the contractor’s contract and specifications.

G. Monitor and report the contractor's performance on Environmental and Social Safeguards using the appropriate form that will be provided.

H. Interact and collaborate with the Supervision Firm (site engineer/inspector), including contributing to the preparation of his/her monthly and final construction report.

  • Bachelors, University Degree in Civil/Hydraulic/Rural/Geology

Knowledge/Expertise/Skills required:

  • At least 3 years of experience in the construction or supervision of water supply construction works
  • Solid knowledge in solar water supply systems.
  • Knowledge in Environmental Management is an advantage
  • Knowledge of the local language in the project area will be an advantage.
  • Fluency in Portuguese, spoken and written is required. 

Travel Local

The consultant should include all travel costs in their proposal

Applicants are asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

About 75% of estimated working days will be on field mission to the following districts:

Southern Districts: Metuge, Chiure, Ancuabe, Montepuez and Namuno

Northern Districts: Mocimboa da Praia, Palma and Muidumbe

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
