BACKGROUND
Purpose of Activity/ Assignment:
The purpose of this position is to support the HCT team in developing the technical documentation required throughout the enhancements and maintenance of UNICEF Humanitarian cash Operations and Programme Ecosystem (HOPE) and to liaise with relevant stakeholders, internal and external. The technical documentation function entails the drafting of functional and business requirements, user stories and visualization of business and process flow to support the architectural and functional enhancements of HOPE. This function plays a critical role in ensuring adequate quality assurance and user acceptance tests are performed prior to clear the deployment to production of new features and bug fixes.
Scope of Work:
Produce high quality Business and functional documentation:
1. Update UNICEF HOPE artifacts and documentation by reflecting the evolving MIS development ecosystem to ensure up to date information are used by development stakeholders
2. Contribute to the development of a documentation workplan, including proposed timelines and identification of relevant stakeholders to be consulted.
3. Review and analyze functional requirements in relation to existing business and operational needs.
4. Support the alignment of technical requirements with the identified functional and operational requirements.
5. Document user-access levels and authorizations in accordance with UNICEF's internal processes and operational requirements.
6. Assist in mapping and updating workflows for each module and component within the UNICEF HOPE system.
7. Contribute to the maintenance and revision of the HOPE User Manual, Standard Operating Procedures, and Technical Specifications in collaboration with the MIS development team, using input from various documented requirements and workflows.
8. Provide technical input to ICTD focal points in support of HOPE system enhancements.
9. Provide regular updates to the Beneficiary Data Specialist regarding progress, and highlight potential issues that may require managerial attention.
10. Contribute to the documentation of HOPE integration efforts with relevant internal and external systems.
Quality Assurance and User Acceptance Testing
11. Support internal Quality Assurance processes to help ensure the delivery of a reliable MIS.
12. Assist in defining and tracking metrics related to QA activities and coverage.
13. Participate in user acceptance testing of integrations between HOPE and internal/external systems, and document findings as required.

Qualifications
Education:
University degree in Information Technology Business Process Management or relevant field
Work experience:
• Knowledge/Expertise/Skills required *:
• At least five (5) years of demonstrated knowledge and experience in design and documentation of management information systems
• Experience in the use and design of Management Information System for HCT programmes is highly desirable
• Experience in working with UN agencies (UNICEF experience preferred)
• Experience in using mobile data collection applications (e.g.: ODK and Kobo)
• Experience collaborating across multiple functions and working with operational subject matter experts, technical
• Resources and architecture teams.
• High motivation, and dedication to deliver results within strict
• Timeframes.
• Experience in agile development methodology and relevant tools
• Good communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
• High motivation, and dedication to deliver results within strict timeframes.
• Experience in programming language (Phyton, Visual Basic, Java) is an asset
Requirements:
Completed profile in UNICEF's e-Recruitment system and

- Financial proposal that will include/ reflect :
o the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
o travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
o Any other estimated costs: visa, health insurance, and living costs as applicable.
o Indicate your availability
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
