UNICEF Mozambique’s education program aims to drive the Transformative education agenda using a three-tier approach that involves i) advocacy, strategy development, partnership and capacity building, and ii) testing out of options to pave the way for opportunities at scale, with the aim to create a flexible education system with multiple pathways to ensure quality education for all and iii) build capacity of key stakeholders for future sustainable introduction of EdTech.

 

How can you make a difference? 

Purpose of Activity/Assignment: The focus of this consultancy is to design, monitor and implement a sustainable and affordable model for the use of digital learning into primary schools (focusing on adaptive learning, skills acquisition and monitoring learning progress).

Scope of Work and tasks

Primary schools in Mozambique face significant challenges, including limited resources and overstretched capacities, which hinder the acquisition of basic foundational skills among students. This consultancy aims to design and test scalable digital learning models to improve educational outcomes in these settings.

 
Objectives:
1. To design innovative EdTech model(s) tailored to the needs of under-resourced primary schools.
2. To pilot and evaluate the effectiveness of these model(s) in improving foundational skills
3. To develop a scalable implementation plan based on pilot results and that could be sustained over time by the Govt/Ministry of Education
 
To note that this consultancy will be implemented in direct coordination and engagement with the Ministry of Education and Culture. The consultant will lead a team of 2 -3 contents developers, from or placed with INDE and IEDA to ensure future sustainability.

Deliverables/Outputs:  Implementation strategy for pilot testing including educational contents developed

Deliverables/Outputs: Pilot implemented in 100 schools

Deliverables/Outputs: An agreed plan for scaled up roll-out

To qualify as an advocate for every child you will have… 

  • A Minimum bachelor's degree in education technology, Instructional Design and/or Learning Technology or related studies (Master’s is asset. 
  • Experience with Learning Management Systems (LMS): Familiarity with platforms like Moodle, Blackboard, or Canvas
  • Knowledge of Instructional Design Models: Understanding models like ADDIE, SAM, or Bloom's Taxonomy as well as measuring/monitoring learning process (individual level)
  • Proficiency in Digital Learning Tools: Skills in using tools like e-learning software, video editing, and interactive content creation
  • Experience with managing similar projects of at least 5 years
  • Familiarity with the educational challenges in developing countries.
  • Developing country work experience and/or familiarity with emergency is considered an asset.

Travel Local

The consultant should include all travel costs in their proposal

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
