Background

The Rwanda Ministry of Health (MoH) and the Rwanda Biomedical Centre (RBC) are committed to strengthening the capacity of healthcare professionals through continuous training and capacity-building initiatives. A wide range of training materials have been developed and are accessible via the MoH’s eLearning platform (https://elearning.moh.gov.rw/), aiming to enhance the knowledge and skills of health workers.

To ensure these materials are relevant, engaging, and aligned with current health priorities and digital learning standards, MoH/RBC— in collaboration with UNICEF—seeks to recruit a qualified external consultant to convert existing paper-based training materials related to public health emergencies (e.g., Word documents, PowerPoint presentations, and PDFs) into interactive, multimedia eLearning content. This includes the integration of videos, graphics, animations, simulations, voiceovers, transitions, and other visual and audio enhancements to improve the learning experience and user engagement.

The digital learning content will support continuous professional development for a wide range of healthcare workers and other allied health professionals.

In line with this commitment, the Rwanda MoH, in collaboration with UNICEF, is procuring tablets to be distributed to healthcare workers in various health facilities across the country. These tablets will play a crucial role in reinforcing disease surveillance and data collection. To maximize their utility, there is a strategic initiative to install the MoH eLearning platform on these devices, enabling healthcare workers to access training materials seamlessly from their workplaces. This integration will further enhance their ability to deliver high-quality care through continuous learning and professional development.

This initiative aligns with national health priorities and digital transformation efforts, ensuring that healthcare professionals have the tools and resources necessary to provide quality services to the population.

 

Purpose of Activity/Assignment:

The purpose of this Terms of Reference (ToR) is to recruit a qualified consultant who will be responsible for converting paper-based training materials (Word, PowerPoint, PDFs) into engaging, interactive multimedia content, including videos, graphics, images, animations, simulations, transitions, voiceovers, and other effects to enhance the learning experience.

Key Tasks:

Content creation

The consultant will oversee dissecting the course, developing a storyboard, breaking the course down into multiple videos per chapter, identifying matching icons for visual animations and other enhancement features.

In addition, the consultant will submit quality assured videos of the course with a focus on grammar, context, and structure/flow. This will require experience developing learning modules for health professionals.

Courses to be updated are:

  1. IDSR Training modules
  2. EBS Training modules
  3. PoE screening modules
  4. e-IDSR system modules
  5. VHF surveillance modules
  6. Flue surveillance modules
  7. Cholera surveillance and case management modules
  8. Foodborne illness surveillance and case management modules
  9. Introduction to one health modules
  10. Zoonotic diseases surveillance modules
  11. Antibiotics and one health approach modules
  12. Standard IPC measures in highly pathogenic diseases modules

The consultant must obtain MoH/RBC team approval for each assigned course, ensuring a systematic and thorough evaluation process before progressing to the next course.

Engaging video lectures and tutorials

To support the conversion of courses from PDF format to digital format, the multimedia production the consultant’s responsibilities will include shooting a narrator presenting the course modules (word by word) in different camera angles and using own videography tools such as cameras, teleprompter, lights, microphones, recording studios, etc. The consultant will shoot narrators presenting the course in English, and Kinyarwanda. The prototype for each course should be pre-approved. The consultant will first share the prototype for each course with the technical team for review and approval before developing the full course.

The consultant will also be responsible for on-set directing to ensure adherence to the course module as well as the post-production editing, sound-mastering, and adding of subtitles to the final video. The consultant will incorporate subtitles and the sign language translation in each video (English, and Kinyarwanda). The consultant will work closely with MoH, RBC and UNICEF technical teams throughout the production phase, gradually consulting the team and incorporating required changes, and will provide the final courses, partitioned into multiple segments.

Enhanced Visual Learning through Graphics, Animations, and TransitionsThe eLearning contents should include professionally designed infographics, high-resolution images, custom illustrations tailored to specific health topics and should incorporate smooth, engaging animations and transitions that simplify complex medical concepts, enhance medical training and visual learning, and maintain user engagement. Interactive diagrams & engaging animations should be incorporated to depict anatomy, demonstrate medical procedures, epidemiological trends, and health interventions, while standardized icons and UI elements will ensure intuitive navigation. Culturally appropriate visuals reflecting Rwanda’s healthcare context should be integrated to enhance relatability, along with graphs and charts that effectively present data and trends. Additionally, image-based case studies should support diagnostic and treatment simulations, with optimized image compression to ensure efficient performance on tablets and mobile devices. All graphical content must comply with accessibility standards to ensure inclusivity for all users.

Interactive assessments and quizzes

The platform should include a variety of assessment tools such as multiple-choice questions, case-based scenarios, and adaptive quizzes to evaluate the knowledge and progress of healthcare workers. These assessments should provide instant feedback, explanatory notes, and links to additional resources to reinforce learning. The quizzes should be designed to track performance, allowing both learners and administrators to monitor progress and identify areas needing improvement.

Mobile-friendly design optimized for use on tablets

The eLearning courses must be fully responsive and optimized for seamless use on tablets, ensuring accessibility across different screen sizes and operating systems. The design should feature touch-friendly navigation, offline functionality for low-connectivity areas, and a user interface that minimizes data consumption. The layout and multimedia elements should be adapted to work efficiently on the tablets procured by MoH and UNICEF, ensuring an engaging learning experience regardless of the device used.

 

Work Assignment Overview

Tasks/Milestone:

  • Develop inception report and storyboards for 12 e-learning courses
  • Draft e-learning courses (including video) for the 12 assigned training modules in English and Kinyarwanda
  • Finalize e-learning modules, installed on tablets, and develop implementation plan

 

Deliverables/Outputs:

Payment 1: 20%

  1. Inception report detailing the methodology and work plan. To be completed by 31 August 2025
  2. Visual storyboards for each course outlining the scenes, transitions, and key visuals. To be completed by 31 August 2025

Payment 2: 30%

  1. Word-to-word script recordings aligned with the outlined video structure.
  2. Edited videos with integrated visuals, graphics, animations, simulations, effects, including measures for accessibility.
  3. Complete digitized courses in full resolution, accompanied by all relevant files, with the timeline for each deliverable negotiated at the project's outset.

Payment 3: 50%

  1. Implementation plan including a summary of the digitization and suggested strategy/schedule for rolling out the e-learning.

Duration and Location

The consultancy will be for 4 months from August 2025 to November 2025, and the consultant will work from home.

 

Selection Criteria

Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.

Successful candidates in technical evaluation will have their most competitive, all-inclusive financial proposals evaluated too.

 

To qualify as an advocate for every child you will have… 

  • An advanced university degree (master’s or higher) in Health Education, Educational Technology, Instructional Design, Communication, Media, or Film Production, Graphic Design / Visual Communication and or any related discipline.
  • Having over 8 years’ experience in eLearning and Multimedia Development: Expertise in creating user-friendly eLearning materials and converting text-based materials into interactive multimedia content, including videos, graphics, animations, and simulations.
  • Health Education and Content Design: Strong understanding of public health topics (e.g., disease surveillance, MNCH, NCDs) and experience designing training modules for healthcare professionals.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
