The UNICEF Lebanon Country Office (LCO) has strengthened targeted multisectoral results for and with girls for more comprehensive girl centred programmes. Indeed, a gender transformative girl-driven program for and with adolescent girls, part of global UNICEF initiative POWER4Girls and aligned with the UNICEF Adolescent Girls Program, was kicked off in 2023. It aims to promote girls’ leadership, decision making, agency, power, activism and access to learning, skills and prevention from GBV through building grassroot sustainable networks. The adolescent girls’ program includes several components such as implementation of tailored girls’ packages, building of girls’ networks, digital assets and a boys’ package.
Multisectoral programming for girls is aligned with the UNICEF global accelerator in the strategic plan, focusing on the importance of investment in securing the rights of adolescent girls as one of the most effective ways to transform societies, boost economies, lift communities out of poverty, and build a more equitable world. UNICEF will build a coalition of partners to leverage financial resources and scale up proven packages of cost-effective, multisectoral interventions promoting adolescent girls’ health and nutrition, education, and protection from violence, abuse and exploitation. The program is also aligned with UNICEF’s global Gender Action Plan of investing in targeted adolescent girl outcomes at scale that are multi-dimensional (policy, community-based interventions and rights-based programming) and multi-sectoral as well as integrated gender equality programming strategically across all sectors that will realize heightened results for women, men, girls and boys. Indeed, engaging men and boys to identify specific needs and strong allyship is a new focus to the UNICEF Gender Action Plan.
The aim of this consultancy is to draft the boy’s package, complimenting the existing POWER4Girls package for girls. The main purpose of the package is to support boys to address harmful gender social norms impacting them and their choices in life.
The consultant will report directly to the Gender specialist and work closely with SBC specialist and education officer. The package will be piloted in LCO programs and sections where the adolescent girls' package is implemented in 2024-2025 (Makani, Dirasa, Palestinian Program).

To qualify as an advocate for every child you will have…
- A Masters’ degree in gender, sociology, anthropology or related field.
- At least 7 years of work experience on adolescent girls’ or adolescent boys’ programming, gender, GBV and drafting packages. Experience on adolescent programming and gender is a must.
- Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
- Proven experience in adolescent girls’ programming or boys’ programming, gender, and GBV.
- Strong gender expertise and background.
- Knowledge and experience in drafting packages.
- Excellent analytical and writing skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
