UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivation. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and out of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, communities. Everyone is invited to take part in the struggle to meet the challenges that lie ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa.

How can you make a difference? 

Establish a coherent approach to support Cameroon in the process of monitoring the financial flows of the Water, Sanitation and Hygiene (WASH) sector to inform decisions, strengthen national systems for the collection and analysis of WASH financial data, and finally institutionalize the WASH accounts process. The National WASH Accounts Consultant will support processes, coordinating and contributing to key results/outputs, and will be a key member of the WASH Accounts team.

• Plan and prepare for implementation and data collection
• Collect, verify, and prepare data.
• Code data, finalize WASH account results and outputs, and validate results
• Disseminate results and plan for the next cycle of WASH accounts

To qualify as an advocate for every child you will have… 

• Master's degree (or higher) in Statistics and Economic Analysis or in a relevant field such as finance, public finance, or economics.
• At least 5 years of experience in public finance, economics, and budget planning, or a related field.
• Experience in developing WASH, GLAAS accounts; Good knowledge of the institutional and regulatory context of the WASH sector in Cameroon.
• Experience in facilitating multi-stakeholder workshops and writing strategic deliverables (technical reports, ToR, policy briefs); Fluency in French (spoken and written); English is an asset.
• Developing country work experience and/or familiarity with emergencies is considered an asset. 

Desirable skills:

• Knowledge of WASH financing, data, and data analytics
• Data analysis skills, including manipulating data in Excel or other software
• Knowledge of national monitoring processes
• Knowledge of key WASH stakeholders and WASH financial data sources
• Strong communication skills
• Experience/knowledge of health accounts and/or the health accounts production tool would be helpful
• Technical, analytical, and communication skills with diverse but complementary technical skills and knowledge of industry stakeholders

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
