UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to strengthen national information systems for child protection case management, providing specific technical support to Lao PDR, Mongolia, Timor-Leste, Viet Nam, as well as technical support to UNICEF East Asia and the Pacific Regional Office and UNICEF Headquarters.

Work assignments:

4.1 Assignment:

Mongolia: 

Business analysis and requirements gathering for the Primero rollout, including integration/interoperability with civil registration system, financing module and risk identification system, and data migration. 

Contextualization of the Primero as per the Mongolia Case Management standard operating procedures, forms and referrals pathways, including: 

• Configuration of the forms and lookups  

• Configuration of the roles, user groups and users 

• Configuration of agency and services 

• Configuration of the forms for Referrals (aligned to the DPISP) 

• Configuration of the reports 

• Configuration of the locations 

• Configuration of Mongolian translation (Forms and App)  

Delivery schedule: By 30 November 2025 

4.2 Assignment:

Viet Nam: 

  • Provide technical support to the Viet Nam Country Office 
  • Facilitate discussions with Government partners, including preparing briefing presentations and facilitating   Q&A 
  • Assess and plan for the rollout, developing a time bound implementation plan with a fixed go-live date.  
  • Facilitate configuration of translations.  
  • Complete programmatic and technology assessment.

4.3 Assignment: 

Timor-Leste:  

  • Provide support for the integration of a climate marker in the Primero system.  
  • Develop a data analysis plan and tools.  
  • Provide quantitative and qualitative analysis to supervisors and the task group to assess and refine the data quality and to inform the capacity building needs.  
  • Create a reusable monitoring and reporting system 
  • Provide support for the Children in Institutional Care module.  
  • Generate report and impact analysis (baseline vs current) of Children in Institutional Care Registration.  
  • Refine the forms as required.  
  • Create reusable templates and tools for CFM monitoring and reporting. 

Delivery schedule: By 30 September 2025 

4.4 Assignment:

Provide technical support for the global roll out of Primero.  

  • Develop stronger Quality Profile of countries using the usage reports and other data. Profiles to include trends, new implementation, quality of case management indicators, and general usage trends i.e. how many open cases; how many active users.  
  • Provide draw down technical support in new implementation countries and advise on roll out 

Delivery schedule: By 23 January 2026 

4.5 Assignment:

Provide technical guidance and leadership for the roll out of the climate marker in existing Primero systems  

  • Save the configuration as a template  
  • Create reusable programme guidance for other COs intending on implementing the climate marker 
  • Provide technical guidance on integration 

Delivery schedule: By 30 November 2025 

4.6 Assignment:

Support reporting on Primero use: 

  • Develop a visualisation of how Primero is being used [UNICEF web page].  
  • Ensure timely collection of all usage reports.  
  • Undertake data cleaning and preparation 

Delivery schedule: By 23 January 2026 

4.7 Assignment:

Support strengthening of interoperability: 

  • Undertake an integration scoping and assessment 
  • Develop a programme driven use case for an interoperability project 
  • Document data flows, roles, objectives, and then mapping required to implement the integration.  
  • Support to develop the TOR for the project as needed.

4.1. Mongolia: 

4.1a Business analysis and requirements gathering for the Primero rollout, including integration/interoperability with civil registration system, financing module and risk identification system, and data migration.

Duty Travel: No travel is anticipated during this consultancy.

To qualify you will have…

• Minimum of a bachelor’s degree (Social Sciences, Information Management Systems)

• 5-8 years of professional experience in a related field (information management systems, Child Protection development and/or humanitarian programming)

• Demonstrated experience in the implementation of information systems to support case management

• Experience working with government systems and inter-agency coordination mechanisms

• Experience working in East Asia and Pacific

Candidates must possess an undergraduate degree (at a minimum), and at least 5-8 years of related professional experience. Candidates must have proven experience supporting the implementation of information case management systems, and proven experience of working with government counterparts and inter-agency coordination mechanisms. Experience working in the East Asia and Pacific region is desirable.
