How can you make a difference? 

The consultant will adapt and contextualize the Syria MHPSS curriculum for caregivers and carers to the Libyan context, aligning it with stakeholder feedback and related school-based MHPSS interventions. The consultant will also establish tools and guidance for monitoring and evaluating these interventions.
The role will involve consultations with key stakeholders, including UNICEF Child Protection and Education teams, the Ministry of Education, and other relevant actors in the MHPSS space. The consultant will orient UNICEF and ministry teams on strategic frameworks for mainstreaming and institutionalizing violence prevention and psychosocial support in and around schools, and will facilitate the unification of Baity Center curricula—specifically MHPSS and Positive Parenting programs—ensuring a cohesive and sustainable framework for implementation.
 
Specific Tasks:
 
• Conduct consultations with UNICEF teams, the Ministry of Education, and MHPSS actors to map current initiatives and needs.
• Adapt the Syria MHPSS curriculum for caregivers and carers to the Libyan context, incorporating stakeholder inputs.
• Provide strategic guidance and a framework to mainstream, integrate, and institutionalize MHPSS and violence prevention in schools.
• Orient UNICEF Child Protection and Education sections and the Ministry of Education on the proposed strategy.
• Develop practical tools and guidance for monitoring and evaluating outcomes of MHPSS and violence prevention programs.
• Facilitate the harmonization of Baity Center curricula, integrating the MHPSS and Positive Parenting programs into a unified, structured approach.
• Produce a final implementation framework and curriculum package for scale-up.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: A bachelor’s degree in education, psychology, sociology or another relevant technical field.
  • Work Experience: At least 4 years of relevant work experience in MHPSS, education, or child protection in emergency or development contexts.
  • Language Requirements:  Fluency in Arabic & English is required.

Desirables:

  • Experience in the facilitation of high-level workshops.
  • Experience working with Ministries/Governments.
  • Experience working with the international community and the UN.

Remarks:  

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

As per Article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.

Candidates are required to provide all-inclusive Lump Sum fees for the delivery of all set-out deliverables, including all associated administrative costs (e.g., travel, accommodations, transportation, etc.).
