How can you make a difference? 

The main purpose of this consultancy is to develop a “Technical Vocational Education and Training (TVET)” Budget Brief (TVET-BB) for the 2025 budget, bring out key messages for UNICEF Ghana’s advocacy, communication and resource mobilization efforts. For that purpose, the brief must be succinct, sharp, focused and reader-friendly, based on sound and rigorous analysis of the national Budget in the TVET sub-sector of the education sector. The findings and key messages generated by this BB will contribute to the policy discussions on the education sector in general and TVET sub-sector in particular and equity budgeting.

Work Assignment:  

  • Inception report, including

- Review of all relevant public finance and budget documents, national and sectoral policies to inform stakeholder consultations

- Initial individual stakeholder meetings to access data

- Outline methodology to deliver against assignment

  • Collect additional secondary and primary data, quantitative and qualitative based on inception report an initial stakeholder engagement in Accra
  • Draft TVET BB including narrative, infographics
  • Present draft TVET BB for validation
  • Draft, review, edit and finalize the
  • analysis and production of TVET BB

Deliverables

  • Inception Report & situation analysis (3 weeks after contract signing)
  • Overview PPT of identified & obtained data sources
  • Stakeholder meeting report (5 weeks after contract signing)
  • TVET BB drafted and submitted (8 weeks after contract signing)
  • PowerPoint on TVET Budget Brief developed and presented (9 weeks after contract signing)
  • Final TVET Budget Brief and excel spreadsheet of the data used for developing the Budget Brief submitted (12 weeks after contract signing)

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Advanced University Degree in Economics, Financial Economics, Mathematics, Finance, Public Management, Accounting or related discipline 
  • Work Experience: At least 8 years of professional experience in the area of Public Finance Management) including policy analysis and development
  • Demonstrated understanding of education and TVET financing will be considered an asset.
  • Strong knowledge and expertise in quantitative and qualitative research methods
  • Demonstrated knowledge and expertise in data analysis, including the use of statistical software (STATA, SPSS, Excel, etc.);
  • Experience in writing and preparing analytical/research reports
  • Demonstrated experience in senior level advocacy and establishing good rapport with governments, policy makers, NGOs/CSOs and other stakeholders an asset.
  • Language Requirements: Fluency in English and in the local language of the duty station required.

Desirables:

Developing country work experience and/or familiarity with emergency.
