In light of the Sudanese refugees' growing needs, UNICEF Libya Country Office is working closely with the Ministry of Health, WHO, WFP, and other partners to enhance national capacity to prepare for and respond to nutrition emergencies. A key element of this effort is the development and validation of national Nutrition in Emergencies (NiE) Guidelines, with a specific focus on the prevention and treatment of wasting in children under five years old. The recruitment of an Emergency Nutrition Guidelines Development Consultant is essential to support this process. The consultant will play a critical role in:
• Reviewing existing draft guidelines and aligning them with global and regional standards.
• Facilitating stakeholder consultations and technical workshops to refine and validate the guidelines.
• Supporting the Ministry of Health in institutionalizing the guidelines for use in preparedness, response, and recovery phases of emergencies.
This consultancy is part of a broader strategy to ensure a timely, coordinated, and quality nutrition response for Sudanese refugees and other vulnerable populations affected by crises across Libya.

How can you make a difference? 

The consultant will work closely with the Ministry of Health (MoH), UNICEF, WHO, WFP, and relevant partners to support the development and validation of national guidelines on Nutrition in Emergencies (NiE) and the prevention and treatment of wasting guidelines . The key tasks include:
 
1. Review and Analysis
o Review the existing draft guidelines developed during the Training of Trainers (ToT) sessions for NiE and wasting and Consolidate and update according to global guidelines and protocols, particularly the WHO 2024 guidelines and simplified approaches for wasting management.
 
2. Technical Drafting and Development
o Develop a comprehensive national guideline on Nutrition in Emergencies (NiE), incorporating local context, best practices, and lessons learned.
o Develop a national guideline on the prevention and treatment of wasting, based on the latest WHO 2024 guidelines and simplified approaches, tailored to the Libyan context.
 
3. Stakeholder Engagement and Consultation
o Coordinate through Libya country office technical team with technical focal points from the MoH,
UNICEF, WHO, and WFP for feedback and technical inputs.
o Support the organization and facilitation of stakeholder workshops to present and validate the draft
guidelines.
o Incorporate feedback from workshops into the final documents.
 
4. Finalization and Submission
o Finalize both guidelines and submit them to the MoH and UN partners for formal endorsement.
o Prepare and submit a final technical report summarizing the process, key outcomes, and recommendations.

Minimum requirements:

 

Education:

  • Master’s degree or equivalent in Public Health, Nutrition,or other related degree.

Work Experience:

  • A minimum of 8 years of relevant professional experience, including at an international level, with field experience and expertise of working on health & Nutrition programming.
  • Prior work experience with nutrition guidelines development, and experience supporting training curricula development in any of UNICEF’s key geographic regions, including Middle East and North Africa Region.
  • A set of strong qualitative and quantitative analytical skills and a good understanding of translating theoretical concepts into programmatic implementation will be an added advantage.
  • Demonstrated ability to working in a multicultural environment and establish harmonious and effective relationships, including with national-level stakeholders.

 

  • Language Requirements: Fluency in English is required. Arabic language proficiency is an asset.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Remarks:  

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

Candidates are required to provide all-inclusive Lump Sum fees for the delivery of all set-out deliverables, including all associated administrative costs (e.g., travel, accommodations, transportation, etc.).
