For every child, the right to hope
MENA country offices completed over 5,400 field monitoring visits between 1 January 2024 and 21 July 2025, which makes the MENA region achieving the highest number of field monitoring visits among all regions. In addition to the field monitoring conducted by UNICEF staff, there are other field monitoring modalities including monitoring conducted by Third Party Monitoring (TPM) agencies, extenders and facilitators as well as data collection conducted by programme sectors using sector specific monitoring tools. They produce a significant volume of field monitoring reports and insights.
While quantitative information is relatively straightforward to compile and analyze, the analysis of qualitative data poses greater difficulties due to its complexity, volume of contents, format (structured, unstructured, and incomplete reports), contextual understanding and nuances. Analysis of qualitative data requires skills, capacity and experience in interpretation, structured approaches and analysis to generate reliable and valid insights for review, learning and decision making. Although analyzing qualitative contents can be challenging, it is essential as it provides context and a deeper comprehension of field realities.
Given the complexity surrounding the volume, type, and format of in-house data and the concern that it may not be used to maximum effect, UNICEF is seeking to resolve this challenge through the development of tailormade AI tools. The purpose of the assignment is to develop an innovative AI-powered solution to support the automation and standardization of qualitative monitoring report analysis with the aim of enhancing the use of field monitoring data for informed decision- making, course adjustment and improving programme results.
This initiative is following the analytical project using AI for analyzing qualitative field monitoring reports produced by Third Party Monitoring Extenders in Afghanistan Country Office. It successfully automated and standardized the data analysis methods and approaches using AI and generated insights, trends and findings required for review, learning and decision making. It is in the stage of rolling out the tool while improving the accuracy and usability for better outcomes.
How can you make a difference?
The objective of this consultancy is to establish and operationalize an AI-based data analysis solution to generate insights from field monitoring reports and other relevant reports.
The expected outcomes of the assignment are to:
- Automate and standardize the data analysis methods and approaches of field monitoring reports and other relevant reports for efficiency and consistency (e.g., thematic observation, bottlenecks and recommendations).
- Generate insights, trends and findings especially around challenges/ bottlenecks and recommendations captured by the reports.
- Automate and standardize the quality review and assessment of reports for guidance and improvement.
- Provide capacity building to RO and CO focal points (e.g., Planning and Monitoring colleagues, ICT/T4D) on the AI powered data analysis system as well as data visualization/power BI dashboard automation.
The scope and deliverables of the assignment include, but not limited to, the following:
- Inception Phase
- Organize an inception meeting with MENARO and 3-4 MENA countries selected for this initiative (e.g., Lebanon, Yemen, Sudan, State of Palestine) to agree on the approaches, methods and outcomes of the assignment.
- Review the data collection tools, data needs, data flows and structure of field monitoring reports of the selected MENA countries.
- Review the Python codes and system set up by ROSA for Afghanistan CO to analyse field monitoring reports. The Python code is structured in eight sections including file cleaning, assigning a tag, organizing outputs, and identifying the challenges, observations and recommendations.
- In consultation with MENARO and selected country offices, propose and agree on the technical solution, analytical approaches and the identification of keywords for data analysis to generate observations/ findings, challenges/ bottlenecks, and recommendations.
- Write up the technical paper i.e. Functional and non-functional requirement document covering all business and technical aspect of the solution e.g. features, flows, high level architecture, platforms to be used etc. Compile all information gathered through the exercises listed above.
- Develop the presentation slides (e.g., PowerPoint) to be submitted to HQ/AI Hub for the approval of the use of the technical solution.
Key deliverables:
- The Functional Requirement Document (FRD) and PPT to HQ/AI hub are developed for the approval of the use of the technical solution.
- The inception report is submitted with proposed technical solutions and detailed workplan specifying the planned activities and timeline.
- Data flow mapping of the selected COs outlining the data collection needs, tools/questionnaires, data analysis mechanism, and use of data.
- Adoption Phase
- Based on the agree FRD, update the Python code to customize the system to analyze the field monitoring reports from the Field Monitoring Module and key areas of interests required by the RO and selected COs.
- Automate the uploading of all the documents of relevant field monitoring reports into the system.
- The model is trained to clean, segment, tag, and summarize the information, structuring it in consistent and analyzable formats/dashboards : one for quality assessment of the reports and one for analytical insights of the reports, which allows planning and monitoring teams to efficiently assess the quality of the reports and access key insights, such as challenges, recommendations, and observations, and use them to inform decision-making.
Key deliverables:
- The system is fully functional and deployed in the selected COs as per the FRD.
- Technical guide is developed to outline the step-by-step guidance of system design and maintenance.
- User manual is developed for non-technical users/UNICEF programme staff to understand the use of the system.
- Data Visualization Phase
- Develop Power BI dashboard that automates the key findings/observation, challenges/ bottlenecks and recommendations from the AI model designed in Phase 2.
- Develop a Power BI dashboard automates the quality assessment of the reports using machine learning technique.
Key deliverables:
- The two dashboards are developed and deployed for the selected COs.
- Capacity building and hand-over Phase
- Provide a dedicated one-week training to RO and selected COs focal points.
- Organize a series of handover meetings with RO and COs technical focal points to ensure the continuity and maintenance of the system.

- Training is successfully conducted to RO and selected COs focal points
- Handover notes of the system with focus on sustainability and maintenance of the system
Ethical and Data Protection
- Ensure strict adherence to UNICEF’s data privacy and child-safeguarding policies.
- All personal identifiers must be anonymized or pseudonymized before use.

To qualify as an advocate for every child you will have…
Minimum requirements:
- An advanced university degree (Master’s or higher) in Computer Science, Data Science, Artificial Intelligence, Computational linguistics, Engineering, or a related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
- At least 3 years of working experience coding regular reports in R and Python.
- Verifiable experience with data visualization tools, particularly developing advanced dashboards in Power BI.
- At least 1 year working experience using Azure platform, in particular Azure AI, Azure Document Intelligence, Azure Functions App, Azure Cloud storage, and Azure Logic app (this can be replaced by Azure certifications and an example of Portfolio work in Azure).
- Previous working experience with Pydantic, FastAPI, and Dockers is required.
- Evidence of previous experience using AI tools to analyze text.
- Knowledge of developing or tuning Large Language Models (LLM) and Generative AI (GenAI).
- Hands-on experience with both supervised and unsupervised NLP methods.
- Knowledge of NLP, LLMs (extractive and generative), fine-tuning and LLM model development. Familiar with higher level trends in LLMs and open-source platforms.
- Ability to elaborate complex models and ideas to non-technical personnel.
- Ability to make decisions on moderately complex to complex issues regarding technical approach for project components.
- Experience working with the UN system, NGOs, governments in the development/humanitarian context is preferred.
- Experience in working with multiple countries and with multiple stakeholders an asset.
- Strong interpersonal and networking skills. Ability to work collaboratively in a team and in a diverse work environment.
- Fluency in English is required. Knowledge of another official UN language (Arabic, French) is an asset.
- Proficiency in both English and Arabic.

It is expected that the consultant will make visits to DOS. International and Local travel, and airport transfers (where applicable) will be under responsibility of the consultant in accordance with UNICEF’s rules and tariffs. All travel costs (international and local) should be planned properly in the technical proposal and included in the financial proposal. Please note that if selected, the contract can be a supporting document to obtain entry visa (if necessary). UNICEF will be unable to secure travel visas. Flight costs will be covered at economy class rate as per UNICEF policies.
