For every child, the right to education
UNICEF-Mozambique assists the Government of Mozambique through six major programs components including Education, Health/Nutrition, Water/Environment Sanitation, Child Protection, Information and Communication and Social Policy. Within the current Country Program of Cooperation between the Government of Mozambique and UNICEF that covers the period 2022-2026, aiming for UNICEF to contribute to build and enhancing social cohesion and equity through system strengthening. Purpose of the consultancy
Under the supervision of Beira Chief of Field Office, the Construction Consultant provides professional technical, operational and administrative assistance throughout the programming process for the social infrastructure for children in the Country Program, especially for Sofala, but also supporting similar interventions in Inhambane and Manica, from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate program development, implementation, program progress monitoring, evaluating and reporting.
Objectives of the assignment
The Construction Consultant, under the direct supervision of Beira Chief of Field Office, and in coordination with the construction unit, will work closely with UNICEF Supply colleagues, to ensure overall efficiency and effectiveness of the planning and implementation of the UNICEF Country Program and objectives in terms of its education infrastructure activities, namely resilient construction/rehabilitation, evolutive/modular classrooms, temporary learning spaces (TLS) and any other education infrastructures.
Main responsibilities and tasks
- Support the UNICEF Country Program implementation in the field, especially its social infrastructure activities
- Contribute to the overall programme management from the social infrastructure perspective
Key expected results/deliverables
The efficiency and efficacy of support provided by the Officer to program preparation, planning and implementation of education programs/projects, contribute to achievement of goals and objectives to improve learning outcomes and equitable, inclusive and universal access to education. Success in education programs and projects in turn contribute to maintaining/enhancing the credibility and ability of UNICEF to provide program services for mothers and children that promote greater social equality in the country.

To qualify as an advocate for every child you will have…
Minimum requirements:
Education: Bachelor's Degree in Architecture or Civil or Structural Engineering or a related discipline.
Work Experience:
- A minimum of 3 years’ relevant professional work experience in Architecture or Engineering or a similar field;
- Experience in public building construction processes and projects with knowledge of planning, management and supervision of works;
- Relevant knowledge of housing/public building construction (including design and calculation of building structures) and reconstruction especially in flood, cyclone, earthquake and drought-prone areas;
- Work experience in DDR construction works and resilient infrastructures and in emergencies;
- In-depth knowledge of the Mozambican context, and with UNICEF approach to construction in particular
- Experience in working with, ministries at national and local level
- Work experience in small towns and rural areas, including public consultations, community involvement and the capacity to deal with local community representatives and builders. Ability to conduct interviews and technical training on the ground.
Skills: Proficiency using relevant softwares (Excel, Word, Powerpoint), and high technical expertise in using ArchiCAD, AutoCAD, CypeCAD, Lumion, 3D Modeling programs and ArcGIS.
Language Requirements: Fluency in oral and written Portuguese and English are essential

- Work experience in emergency duty station is considered an asset.
