Background:
Engaging and cooperating with public and private sector partners is at the heart of the Government of Viet Nam - UNICEF 2022-2026 Country Programme with the ultimate objective to advance child rights agenda in Viet Nam. As a core strategy of the UNICEF Strategic Plan partnerships with the public and private sector are key priorities to mobilise critical action and resources for child rights and achieve impact for children at scale.
As a result of the mid-term strategic review of the 2022-2026 Country Programme, UNICEF decided to strengthen its capacities to promote public sector partnerships with key bilateral and multilateral donors in order mobilise resources as well as joint action. The purpose of the Public Partnership and Reporting Consultant is to deepen collaboration with key public sector stakeholders for focused engagement, knowledge exchange, resource mobilization and joint action. S/He may also serve as focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development. S/He will also be in-charge of coordinating, drafting and quality assuring donor reports, proposals and partner engagement or communication materials as well as of contributing to the new Country Programme Document formulation process relating to partnerships and resource mobilisation to ensure they meet with donor expectations and align with UNICEF standards and procedures.
Scope of Work:
Public Partnerships:
1. Help to build and expand new and existing partnership and resource mobilization opportunities with public sector partners for income and influence based on agreed partnership and resource mobilization needs and facilitate development of donor proposals and resource mobilization agreements to meet those needs. Public partners1 in this context are governments with bilateral relations with Viet Nam, multilateral and development organizations, international or regional financial institutions and innovative financing.
2. Identify and nurture potential high value potential public sector partners, prepare targeted donor presentations, concept notes or other material and facilitate communication with appropriate UNICEF staff and partners, as requested. Supports timely and effective coordination, drafting and completion of high-quality funding proposals in cooperation with programme sections and with guidance from the Deputy Representative Programmes - by soliciting inputs, initiating design processes, standardizing formats, contents and ensuring adherence to donor requirements and overall quality assurance of proposals.
3. Contribute to the development of new partnership and resource mobilization strategies and plans, practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing local/regional/global trends within designated partners and formulating recommendations for strategy approaches and message development.
4. Support the development of the new Country Programme Document and other relating strategies and documents, particularly in the area of partnerships and resource mobilization, as needed.
Reporting/Knowledge Management:
5. Work with programme sections in the coordination and preparation of timely high-quality donor reports by standardizing formats, contents and ensuring adherence to donor requirements. S/He will conduct quality assurance of all reports and proposals including end of year reports.
6. Support the Office with other reporting processes, including End Year Reporting, Situation Reports, 5W Reporting, private sector results reports, etc.
7. Develop and maintain in-depth knowledge and familiarity with current and prospective partners and relevant stakeholders, managing a database of key contacts, pipeline opportunities, and actively contribute to UNICEF global partnerships database (UNISON). Maintain the office donor tracker to ensure there is timely follow up. Scan the external environment within designated partnerships area for opportunities and risks and share information in a timely fashion with relevant UNICEF staff, particularly senior management. Maintain a donor proposal database and/or use relevant tools to target fundraising against programme needs and to inform management on development, submission status of proposals and to monitor funding received and utilized.
8. Provide training and technical assistance, as required, to programme staff to improve the overall quality and consistency proposals and reports.

Minimum requirements:
Education:
- An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
Work Experience:
- A minimum of eight years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area. Experience and knowledge of partnership development and resource mobilization as well as development of donor proposals and reporting.
- Strong interpersonal communication and negotiation skills to establish and maintain trusted partnerships and to develop close and effective working relationships with diverse stakeholders. Ability to work well with a wide range of internal counterparts and to facilitate cross-sectoral cooperation.
- Current knowledge of development and humanitarian issues, strategies, as well as programming policies and procedures in international development cooperation.
- Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities. Ability to identify new opportunities and to adapt to and navigate complex challenges in the field and propose solutions.
- In-depth familiarity with political and governmental processes, tact and diplomatic skills and strong judgement. Ability to conduct sound policy analysis and provide intelligence on emerging opportunities.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or Vietnamese is an asset.
Evaluation Criteria:
Technical Evaluation (70 points):

Financial evaluation (30 points):
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum 45 point score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.

c. Technical proposal which clearly explains how to deliver the tasks and deliverables (preferably less than 10 pages).
