UNICEF Tanzania is accelerating implementation of health programme activities between September and December 2025  and direct payment will be adopted as the preferred modality for programme implementation where needed.

Direct payments, including M-PESA mobile disbursements, are used to facilitate timely payments to service providers and participants. These payments require rigorous documentation, verification, and coordination between programme and finance teams. The consultancy will support these processes to ensure compliance, efficiency, and accountability.

How can you make a difference? 

Purpose

The purpose of this consultancy is to provide dedicated programme support for the UNICEF Tanzania Health Section in managing direct payment procedures. This includes coordination of documentation, verification of payment requests, and liaison with finance and implementing partners to ensure timely and accurate disbursements.

Rationale

The rationale for this support is to:                                                                 

  • Enhance the efficiency of direct payment processing during a high-volume implementation period.
  • Ensure compliance with UNICEF’s financial procedures and M-PESA payment protocols.
  • Reduce delays and errors in documentation and reporting.
  • Support reconciliation and liquidation processes for completed activities.

Scope of Work

The consultant will work closely with the Health Section and Finance Unit to support the following tasks:

  • Coordination of Payment Requests
    • Review and compile FACE forms, ICEs, participant lists, and invoices.
    • Ensure completeness and accuracy of documentation prior to submission.
  • M-PESA Payment Processing
    • Assist in preparing mobile disbursement forms and payment templates.
    • Liaise with programme staff to verify participant details (names, phone numbers, ID numbers).
    • Ensure payment forms reflect correct rates and durations per UN guidelines.
  • Documentation and Reporting
    • Collection and verification of attendance lists, transport receipts, and activity reports.
    • Verify all reporting documents meet UNICEF standards and are signed by relevant parties.
    • Assist in preparing liquidation packages for submission to Finance.
  • Reconciliation and Follow-up
    • Track payments and follow up on unpaid funds
    • Reconciliation of M-PESA transactions and ensure refunds are processed where applicable.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Bachelor’s degree in administration, financing or equivalent.
  • Minimum of 3(three) years of experience.
  • Knowledge of and experience with UNICEF financial system highly desirable.
  • Experience with mobile payment (e.g MPesa)
  • Experience of managing financial documentation and administration.
  • Experience of managing donor compliance
  • Experience of working with health programs is desirable.
