For every child, the right to education!
- Review the existing ICT and AI related initiatives in the country including consultation with the private sector, Development Partners and National Goverment.
- Review global literature, policies, and frameworks on AI in education, digital learning, and technology governance.
- Together with the Government of Uzbekistan and Development Partners, identify key dimensions, principles and indicators of AI readiness (policy, governance, infrastructure, data systems, teacher capacity, curriculum, ethical safeguards, financing, partnerships, etc.).
- Develop the Framework, including dimensions, indicators, and guidance for application, ensuring feedback and review of developed draft to be shared for consultation.
1. Inception phase and consultation - Inception report with gap analysis and workplan, 31 October 2025, 10 w.d. - 25%
1) Comprehensive review of relevant initiatives and programmes related to digital integration and AI adoption in education in consultation with partners including the World Bank, ITU, UNESCO, Private Sector, etc.
2) Identification of gaps and challenges including desk review of most relevant international initiatives and best practices that could inform national adoption of AI in education.
3) Development of a workplan based on the findings of the initial analysis with timelines and milestones.
2. Draft Framework Development - Draft Framework and power point presentation to be shared with national partners
30 November 2025, 15 w.d. - 35%
- Define key principles, domains and dimensions of AI readiness
- Develop measurable indicators around core areas identified as part of inception phase (including as a minimum AI as public good, openness, safety, inclusion, among others.)
- Identify roles and responsibilities along main areas of interventions
3. Validation Workshop - Agenda of the consultation, relevant presentation. Report summarizing stakeholder feedback and adjustments, November 2026, 5 w.d. - 20%
4. Final Framework - Final Framework and power point presentation, February- March 2026, 5 w.d. - 20%

Minimum requirements:
- Education: University degree in computer engineering, science, information and communication technology or any other relevant fields.
- Work Experience:
- Minimum of 10 years of professional working experience in education digital transformation, school information management systems, education innovation including AI.
- Proven experience in supporting technology integration in education and utilization of digital learning tools including AI
Previous work experience with international organizations, work experience with UNICEF is an asset - Knowledge/experience of regional /Uzbekistan context
- Language Requirements: Fluent in English.
