Purpose of Activity/Assignment:
The rapid emergence of Artificial Intelligence (AI) is reshaping education globally, offering opportunities to enhance teaching, personalize learning, expand access, and improve system efficiency. At the same time, it brings challenges related to equity, ethics, governance, teacher preparedness, and data privacy. UNICEF has been supporting the Ministry of Pre-school and School Education (MOPSE) and the Ministry of Digital Technologies in the integration of digital technology with a focus on inclusive and quality education.
Within the framework of several projects including the Vision 2030 funded project, UNICEF has been modeling and field- testing portable digital devices and learning solutions across the country in order to inform national transition towards digital transformation. In collaboration with GIGA Initiative, UNICEF also contributed to expand internet connectivity across all schools in the country and is currently updating real-time connectivity monitoring to measure AI readiness of internet speed and infrastructure across all schools. Additionally, the implementation of an education technology integration framework was developed in partnership with the MOPSE. The framework takes into consideration four different scenarios, enabling the categorization of schools based on level of digital readiness and leadership.
 
In terms of pedagogy, and in collaboration with the UNICEF Global Learning Innovation Hub, UNICEF and MOPSE have initiated the localization of internationally recognized AI-based digital learning solutions, supporting learning outcomes of students and improvement of teachers practices, including: Eduten as the first AI-based math platform available to students; and TeacherPro, as best practice of teacher professional development platform facilitating in-classroom teacher professional development and exchanges (https://teacherspro.com/en).
 
Building on these initiatives, the Government of Uzbekistan currently requires support in the development of a more comprehensive AI framework in education. Despite extensive national efforts, an overall policy framework on the use of AI in education systems is missing and there is an urgent need to develop structured tools to assess national preparedness to introduce and scale the use of AI in education in ways that are inclusive, safe, and effective.
 
This consultancy will support the development of a National Framework on the Use of AI in Education, providing policymakers, practitioners, and development partners with a practical tool to evaluate current conditions, identify gaps, and prioritize investments.
 
Overall Objective:
Provide technical support to build national capacity in the designing of a comprehensive, evidence-based Framework that enables education systems to assess and strengthen their preparedness for adopting AI in education at scale.
 
Scope of Work:
UNICEF’s Education section requires an International consultant to provide technical support in the following:
  • Review the existing ICT and AI related initiatives in the country including consultation with the private sector, Development Partners and National Goverment.
  • Review global literature, policies, and frameworks on AI in education, digital learning, and technology governance.
  • Together with the Government of Uzbekistan and Development Partners, identify key dimensions, principles and indicators of AI readiness (policy, governance, infrastructure, data systems, teacher capacity, curriculum, ethical safeguards, financing, partnerships, etc.).
  • Develop the Framework, including dimensions, indicators, and guidance for application, ensuring feedback and review of developed draft to be shared for consultation.
Duration of assignment: 15 October 2025 – 31 March 2026

1. Inception phase and consultation - Inception report with gap analysis and workplan, 31 October 2025, 10 w.d. - 25%

1) Comprehensive review of relevant initiatives and programmes related to digital integration and AI adoption in education in consultation with partners including the World Bank, ITU, UNESCO, Private Sector, etc. 

2) Identification of gaps and challenges including desk review of most relevant international initiatives and best practices that could inform national adoption of AI in education.

3) Development of a workplan based on the findings of the initial analysis with timelines and milestones.

2. Draft Framework Development - Draft Framework and power point presentation to be shared with national partners
30 November 2025, 15 w.d. - 35%

4) Develop first draft of the National Framework on the adoption of AI in Education, working closely with national teams including appointed consultant responsible for the integration of digital technologies and AI readiness for teachers. Ensure the following detailed tasks to be included in the framework:
  • Define key principles, domains and dimensions of AI readiness
  • Develop measurable indicators around core areas identified as part of inception phase (including as a minimum AI as public good, openness, safety, inclusion, among others.)
  • Identify roles and responsibilities along main areas of interventions

3. Validation Workshop - Agenda of the consultation, relevant presentation. Report summarizing stakeholder feedback and adjustments, November 2026, 5 w.d. - 20%

5) Delivery of a multi-stakeholder validation workshop with relevant partners on the development of final framework.
Participate in the Local Education Group Meeting to present and discuss the development of the Framework.
Visit to Tashkent

4. Final Framework - Final Framework and power point presentation, February- March 2026, 5 w.d. - 20%

6) Finalize the Framework taking into consideration relevant feedback received.
7) Deliver a presentation and summary brief to disseminate final Framework and recommendations including short mission to Tashkent if required.
 
Total: 35 w.d. 
 
International Travel is applicable -2 trips to Uzbekistan
 
Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please submit a professional fee (in USD) based on 35 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.
 
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Minimum requirements:

  • Education: University degree in computer engineering, science, information and communication technology or any other relevant fields.
  • Work Experience:
    • Minimum of 10 years of professional working experience in education digital transformation, school information management systems, education innovation including AI.
    • Proven experience in supporting technology integration in education and utilization of digital learning tools including AI
      Previous work experience with international organizations, work experience with UNICEF is an asset
    • Knowledge/experience of regional /Uzbekistan context
  • Language Requirements: Fluent in English.
