For every child, a fair chance

UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference? 

Under the direct supervision of the Programme Specialist for Climate Environment and resilience (CER), the consultant will have a pivotal role in supporting the development of high-quality, investment-ready project proposals that advance climate change adaptation in the social sectors, particularly at the subnational level, and ensure alignment with the National Adaptation Plan (NAP) and the rights of children and youth. The consultant will facilitate the translation of priority project ideas into fully developed proposals, foster NAP localization through stakeholder engagement, and contribute to resource mobilization efforts, including proposals for climate-smart evacuation centers and funding from climate finance mechanisms.

The consultant will undertake and deliver the following:

1. Transform priority adaptation projects into full proposals

  • Inception Report with Work Plan
  • Baseline/mapping report of UNICEF adaptation initiatives linked to NAP localization.

2. Ensure policy alignment and rights integration

  • Documentation of consultations with the first 2 provinces. Conducted consultations for proposals for the first 2 provinces including participation of children, youth, women, and adolescent girls.
  • Documentation reports of consultation workshop for climate smart evacuation centers

3. Engage stakeholders for proposal development

  • Technical review reports showing alignment of IPRR with NAP, children’s rights and inclusion of social sector priorities.
  • Theory of Change (TOC) and Project Description for the first 2 provinces
  • Final technical and financial sections meeting donor requirements for the first 2 provinces
  • Two full blown proposals for the first 2 provinces
  • TOC and Project Description for climate smart evacuation

4. Assess and improve climate-smart infrastructure

  • Final technical and financial sections for climate smart evacuation
  • Draft CN for climate smart evacuation center meeting donor requirements
  • Documentation of stakeholder consultation for the last 2 provinces. Conducted consultations for proposals for the last 2 provinces including participation of children, youth, women, and adolescent girls.
  • TOC and Project Description for the last 2 provinces
  • Final technical and financial sections meeting donor requirements for the last 2 provinces
  • Two full-blown proposals for the last 2 provinces

5. Produce funding-ready project documents

  • Integration framework for children’s and youth’s rights, gender equality, and cross-cutting concerns in proposals.
  • Proposed mechanism for community participation in project implementation and monitoring.
  • Final Report

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education:
    • Advanced university degree (Masters or higher) in areas related to climate change, environmental management, environmental economics, environmental health and public policy or other related disciplines.
    •  
  • Work Experience:
    • At least 10 years of progressively responsible professional experience and demonstrated track record in multi-disciplinary and cross-sectoral climate change and environmental project design and management.
    • Demonstrated experience developing successful climate funding proposals to international climate funds.
    • Strong technical, analytical, project proposal development skills related to climate change, environmental management and sustainable development.
    • Excellent communication and facilitation skills and ability to manage diversity of views in different contexts, especially in policies and research.
  • Language Requirements:
    • Excellent knowledge of written and spoken English and Filipino.
