How can you make a difference?
The evaluation team leader's scope of work will be as following:
• Undertake desk review of project related documentation and available project data as per internal division with the team member;
• Finalize and submit the inception report: short (no more than 15 pages) inception report. This report should include the tasks, proposed methodologies, annotated outline of the report and timeline according to the TOR. It should also incorporate, in annex, a brief literature review
• Prepare a presentation and present Inception Report to the Evaluation Reference Group (ERG);
• Lead and organize the field work including division of responsibilities with the team member;
• Prepare a presentation and present initial findings to the Evaluation Reference Group members.
• Submit draft report for Evaluation Reference Group validation.
• Submit final evaluation report and powerpoint presentation: 30-page report that meets UNICEF Quality Assurance criteria. The report should be accompanied by a powerpoint presentation on key findings and recommendations to be presented for UNICEF and government partners.
• Develop 4-page brief in Russian and English based on the final report
50 working days from November 2025 - February 2026;

To qualify as an advocate for every child you will have…
- Education: • Master's degree in Political science, sociology or other relevant field;
- Work Experience:
- • A minimum of 5 years of experience in leading the design and conduct of social sector evaluations;
- • Extensive knowledge and experience in qualitative research and evaluation methods;
- • Excellent analytical and report writing skills in English. Links to at least two reports where consultant led writing of the reports should be provided.
- • Experience collaborating with UNICEF or other UN agencies is an asset
- Language Requirements: • Fluency in English, Russian and Kyrgyz is required.
