How can you make a difference?
Objectives:
- Support NCCM reviewing its internal structure and developing a governance framework to operationalize its reviewed mandate.
- Support NCCM in setting the mandate of newly introduced structures, such as the NCCM branches and the case management unit.
- Support NCCM developing a reviewed version of the National Case Management SOPs, incorporating the newly established structures.
- Provide overall technical guidance on CP system interlinkages and coordination.
Methodology:
In undertaking the above-mentioned objectives, the selected consultant will adopt a participatory approach, involving all relevant stakeholders through individuals as well as group consultations.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:
1- Support NCCM reviewing its internal structure and developing a governance framework to operationalize its reviewed mandate (including the observatory).
- Desk review of the NCCM internal structure, functions and mandates.
- Hold individual and group consultations with NCCM team to review the structure.
- Develop a governance framework, incorporating the revised version of the NCCM structure.
- Hold review sessions with NCCM to discuss feedback
- Finalize the document on governance
On the Observatory:
- Support identifying the role of the observatory in exchanging data among key governmental data producers and users.
- Develop reporting system for the observatory to reflect the main reporting needs if NCCM, such as the CRC and national reporting needs.
2- Support NCCM in setting the mandate of newly introduced structures, such as the NCCM branches and the case management unit.
- Desk review of the relevant documentation on identified functions
- Hold individual and group consultations with NCCM and relevant stakeholders
- Develop draft document on the mandate and structure of identified functions.
- Hold consultations to review the submitted draft
- Compile feedback and provide a finalized version
3- Support NCCM developing a reviewed version of the National Case Management SOPs, incorporating the newly established structures.
- Considering the previous deliverables, undertake a desk review of the national case management SOPs.
- Hold individual and group consultations with key governmental and non-governmental entities to review the SOPs.
- Develop a draft version of the reviewed SOPS
- Hold consultations to discuss feedback
- Finale the updated version of the SOPs.
On IMS
- Provide technical guidance to NCCM efforts on IMS and digital transformation
4-Provide overall technical guidance on CP system interlinkages and coordination
- Hold individual and group consultations, upon NCCM and UNICEF needs.

Conditions of work:
ETHICAL AND OTHER CONSIDERATIONS:
Issues related to research ethics are appropriately discussed, as instructed in NCCM and UNICEF’s Procedure for Ethical Standards in Research, Evaluation, Data Collection and Analysis and in accordance with NCCM and UNICEF Strategic Guidance Note on Institutionalizing Ethical Practice for Research. The researchers will need to be gender sensitive and addressing the differences of attitudes.
NCCM must hold the copyrights to any materials developed over the course of this assignment, including publications, photos, and videos.
PAYMENT CONSIDERATIONS:
This contract is over the duration of 8 months. Payments are against deliverables submitted by the contracted firm and pending meeting the standard quality of UNICEF and NCCM.

Minimum requirements:
-PhD in relevant specialization (Public policy, organizational planning, public administration…etc).
-Minimum 25 years of experience in similar projects on reforming government structures.
-Well-rounded knowledge of Egyptian governmental structure and administrative development.
-Hands-on experience with the Egyptian cabinet divisions, mandates and interlinkages.
-Advanced knowledge of the IMS different architectures.
-Previous experience with UN is an asset.
-Fluency in English and Arabic.
