Purpose of Activity/Assignment:

  1. Multidimensional, protracted crisis in the Sahel: The Sahel suffers from a unique combination of interlinked factors leading to major crises. Among the multiple, mutually compounding vulnerabilities facing individuals, communities and systems in the Sahel are the recurrent food insecurity; Persistent high burden of acute child malnutrition; Environmental degradation and climate shocks; Conflict and fragility; Economic shocks and high food prices. Children and women bear the heaviest brunt of risks and vulnerabilities. The growing young population represents both a challenge and an opportunity for resilience building, social cohesion, gender equality, and civic engagement.
  2. Building Resilience in the Sahel Programme (BRS 2023-2027): The German Federal Ministry for Economic Cooperation and Development (BMZ), UNICEF, GIZ and WFP aim to form in 2023-2027, a new strategic alliance for resilience strengthening in the Sahel, to contribute to resilience building at scale. UNICEF targets > 200 municipalities across > 25 regions in five Sahelian countries (Burkina Faso, Chad, Mali, Niger, Mauritania) and specifically contributes towards three outcomes:
  3. Girls and boys, women and men use sustainably accessible, equitable, and risk and conflict sensitive social services for their survival, development, protection, and transformation
  4. Enhanced local governance, strengthened culture of inclusive social dialogue, and reinforced community ownership and engagement in local social development processes and humanitarian response
  5. Adolescent girls and boys have increased opportunities to exercise collective and individual capabilities to cope with shocks and meaningfully participate in decisions affecting their lives
  6. A robust Monitoring, Evaluation, Accountability and Learning (MEAL) framework is required to measure the progress of resilience building interventions on the ground, evaluate the related impact(s) and understand the factors and processes that best contributed to the achievements of the planned targets. This framework should also allow to confirm whether and to what extent the interventions implemented as part of the BRS programme are transforming the Sahel towards improved resilience and sustainable development.
  7. Synergies with WFP and GIZ, two organizations implementing complementary resilience programmes in the same geographical areas, will also be considered in the various MEAL activities, in order to:
  1. Provide ‘comparable’ data on participating community members,
  2. Integrate monitoring formats, and harmonize monitoring processes e.g. joint monitoring missions,
  3. Develop joint research questions, which may be pursued jointly or in a complementary fashion,
  4. Conduct blended evaluations.

UNICEF WCARO is recruiting a regional coordinator to oversee the implementation of the ambitious multiyear multi-country regional resilience programme of UNICEF in the Sahel (Building Resilience in the Sahel of BRS Programme). The Programme Coordinator will provide strategic planning, coordination, implementation, monitoring, evaluation and reporting support to achieve the delivery of the targeted results.

The Building Resilience in the Sahel Programme Coordinator will oversee the implementation of the Programme, and provide strategic planning, implementation, monitoring, evaluation, reporting and resource mobilization support to achieve the target results. The coordinator will also be responsible to manage the interagency partnership with the World Food Programme (WFP) and GIZ, as well as the partnership with Germany (BMZ).

 

For this, the incumbent will work very closely with UNICEF Country Offices, UNICEF’s Regional Office for West and Central Africa (and potentially regional bodies like the Alliance Sahel, UNISS, UNOWAS…), SRP partners (WFP, GIZ), Germany (BMZ) and regional implementation partners and contractors.

 

Reporting Requirements and Key Responsibilities

The consultant will directly report to the Regional Emergency Adviser and will work very closely with other regional sections including Partnerships, Communications, PMDR and Evaluation. In the past, a regional advisory board was facilitated by the regional coordinator, and this may continue with some functional adjustments in the future (e.g. involving programmatic experts from Centres of Excellence).

Tasks

  • Ensure the achievement of the programme results according to the submitted plans, budget allocations and time frames as outlined in the programme logframe,
  • Be responsible for effective management of the programme team and resources, ensuring smooth running of the programme, promoting teamwork and an environment that is conducive to delivering effective results as well as sharing good practices and lessons learned,
  • Oversee and coordinate all Programme related Monitoring, Evaluation, Learning and Accountability activities undertaken in the framework of the Programme,
  • Write all proposals and concept notes required to mobilize resources for resilience programming in the Sahel (BRS-related and beyond),
  • Write all UNICEF donor reports for the BRS Programme (light six-month progress updates and comprehensive annual reports) and inter agency joint reports (annual reports), in close collaboration with country offices resilience coordinators and PME sections,
  • Coordinate the overall regional support from UNICEF’s Regional Office for West Africa to UNICEF Country Offices in order to achieve expected results of the BRS Programme,

To qualify as an advocate for every child you will have… 

  • Master’s degree in political science, social work, social sciences, education, law, international relations, management or any related field. Additional two years of work experiences could be considered in lieu of academic degree.
  • 8 years of professional work experience in project management – delivering on results, monitoring, reporting.
  • Proven experience in effectively managing grants.
  • Ability to analyze, synthesize information and communicate outcomes clearly to different stakeholders.
  • Excellent written and oral communication skills, ability to work independently and in a team, high-level report-writing skills.
  • Good understanding of the issues and complexities of the Sahel crisis and impact on children.
  • Capacity to manage various tasks simultaneously in planning, implementing, and monitoring a complex project over an extended period.
  • Experience coordinating initiatives with other UN Agencies.
  • Knowledge of the institutions of the UN system. Knowledge of BMZ project management is a plus.
  • Ability to work in an international or multicultural environment.
  • Fluency (oral and written) in English and French is required.
