Background:

Nigeria is the most populous country in Africa with approximately 213 million people, with a half of the population is below 18 years of age, in 2021. The country has strived to provide quality inclusive education for all children under the Sustainable Development Goal 4 and increased access to education and closed gender gaps particularly in primary education. However, the country falls short of the goal.

Nigeria accounts for the largest global share of out of school children (15 per cent). 10.2 million children at primary school age and 8.1 million children at junior secondary school age are still out of school, although the basic education is compulsory in the country.   This implies that approximately one in three children at basic education level are out of school. Equally concerning are children do not learn even if they attend school due to poor quality of education. For instance, about 70 per cent of students in grade 5 do not acquire foundational literacy and numeracy skills in 2021.  Importantly, the educational challenges are not equally distributed across the country, with children from poor families, rural areas, and northern areas with a higher security risk more excluded from education and learning.

How can you make a difference? 

Purpose Of the Assignment:

Under the supervision of the Education Specialist (Access) the Education officer will support the development, implementation, monitoring and evaluation of education section’s Access programme in the Country Office, along with contribution to support the Education team in the field offices working on Access to Education.

The Education Officer will provide professional technical, operational and administrative assistance throughout the programming process for the Access to education programmes/projects especially focused on strategic interventions for reducing the number Out of School Children including Alternative Learning Pathways, inclusive education, girls’ education, Climate Change and Safe schools.

MAJOR RESPONSIBILITIES

1. Support to programme development and planning

  • Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluation of results.
  • Support preparation of technical reports and provide inputs for programme preparation and documentation ensuring accuracy, timeliness and relevancy of information.
  • Contribute to the development/establishment of sectoral programme goals, objectives, strategies, and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and priority and goal setting. Collect, analyze, verify, and synthesize information to facilitate programme development, design and preparation.

2.Programme management, monitoring and delivery of results.

  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
  • Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

3. Technical And Operational Support to programme implementation:

  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on water, sanitation, hygiene and related issues to support programme implementation, operations and delivery of results.

4. Networking and Partnership Building:

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education programmes.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, Knowledge Management and Capacity Building

  • Provide support in identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Research, benchmark and report on best and cutting-edge practices for development planning of knowledge products and systems.

To qualify as an advocate for every child you will have…

Minimum requirements:

A university degree in one of the following fields is required: education, psychology, sociology, or another relevant technical field.

A minimum of one year of professional experience in programme planning, implementation and management in education.

Experience working in Nigeria or other sub-Saharan countries.

Experience in working for a UN agency or an international organization.

Excellent communication skills, including writing and oral presentation.

Competencies in coordinating and collaborating with stakeholders such as government and donor partners.

Demonstrated skills in managing budgets

Language Requirements: Fluency in English (verbal and written), Knowledge of another official UN language or a local language in Nigeria
