How can you make a difference? 

The consultancy aims to support UNICEF and partners in delivering integrated, climate‑resilient WASH solutions to communities affected by the recent earthquakes in Myanmar. In alignment with the UNICEF WASH Strategy 2016–2030, the assignment will contribute to restoring equitable access to safe sanitation, hygiene, and water services, while strengthening community systems to withstand future climate‑related shocks.

Scope of Work: 

The Consultant’s tasks will include the following:

1. Prepare and submit an inception report, including a detailed desk review, implementation methodology, community engagement approach, monitoring plan, work plan, timeline, and means of verification.

2. Conduct community advocacy and orientation sessions to introduce the integrated climate‑resilient WASH programme in targeted villages, engaging community stakeholders throughout the process.

3. Identify and select village sanitation volunteers in consultation with community stakeholders to support community mobilization and program implementation.

4. Deliver training to village volunteers on CLTS, WASH Interpersonal Communication (WASH‑IPC), Social and Behavior Change (SBC), Disaster Risk Reduction (DRR), and Environmental and Social Safeguards (ESS).

5. Conduct sanitation market assessments, analyzing the “4 Ps”—price, place, production, and promotion—of climate‑resilient sanitation products, and identify potential local sanitation entrepreneurs.

6. Conduct baseline and end-line surveys to measure program outcomes and assess progress against key indicators.

7. Provide technical support to village sanitation volunteers, including CLTS triggering, post‑triggering follow‑up, WASH‑IPC activities, and facilitation of the Open Defecation Free (ODF) verification process.

8. Participate in monthly stakeholder coordination meetings to review progress, discuss challenges, and agree on next steps.

9. Deliver intensive technical training to local sanitation entrepreneurs on manufacturing context‑specific, climate‑resilient sanitation products and constructing climate‑resilient toilets.

10. Support the quality assurance and payment verification processes related to conditional cash transfers (smart subsidy) for vulnerable households constructing climate‑resilient toilets, and follow up on timely disbursement and beneficiary feedback.

11. Monitor community sanitation and hygiene progress, the development of climate‑resilient toilets, and the growth of local sanitation markets.

12. Organize youth‑led WASH and climate resilience campaigns to promote proper hygiene practices, climate risk awareness, mitigation measures, and disaster preparedness.

13. Document human‑interest stories that highlight the business case for WASH and illustrate community impact.

14. Submit a comprehensive final report to UNICEF summarizing achievements, lessons learned, challenges, and recommendations.

Duty Station:

The assignment is home based: however, major tasks will be field work and he/she will have to be present in the field most of the time. The consultant will need the extensive travel to the field in four project townships and spend 75% of his/her time. The estimated travel frequency and locations are described below.

From May 2026 to February 2027, each month, there will be 1 time travel for 20 days to Kyaukse, Tada U, and Pyawbwe in Mandalay.

Conduct community advocacy and orientation sessions on the integrated climate‑resilient WASH program in targeted villages, engaging key community stakeholders.

Identify and select village sanitation volunteers through consultations with community leaders and stakeholders.

Carry out baseline assessments covering the sanitation market 4Ps (Price, Place, Product, Promotion), community Knowledge, Attitudes and Practices (KAP), and initial sanitation and hygiene status.

Provide intensive training to local sanitation entrepreneurs on manufacturing climate‑resilient sanitation products and constructing climate‑resilient toilets.

Offer technical support to village sanitation volunteers for CLTS triggering, post‑triggering follow‑up, and WASH‑IPC activities.

Deliver CLTS, WASH‑IPC, SBC, DRR, and ESS training to village volunteers and implementing partner staff.

Provide continuous technical support for CLTS triggering, post‑triggering monitoring, and WASH‑IPC activities.

Conduct field monitoring and quality assurance of sanitation interventions.

Prepare beneficiary lists for smart‑subsidy reward payments and facilitate the payment process.

To qualify as an advocate for every child you will have… 

Education 

Holding a University degree in one of the disciplines relevant to the following areas: Community health, public health, social science, sanitation engineering, civil or mechanical Engineering, water Supply or environmental engineering or other specialized field related to WASH is required.

A Diploma in a relevant technical field may be accepted in lieu of a university degree combined with 2 additional years of relevant professional experience.

Experience

At least three years of professional work experience in rural Sanitation and Hygiene programme

Extensive experience in Community Led Total Sanitation (CLTS), WASH interpersonal communication (WASH IPC), Social Behavior

Change SBC, sanitation marketing and hygiene promotion campaign

Experience in providing training for CLTS, WASHIPC, SBC, DRR, ESS, climate resilient toilet construction and producing sanitation products

Extensive experience on project management with at least mid-level manager role

Ability to develop the training manual andimplementation guidelines

Experience in engagement of multi-stakeholders

Language Proficiency

Fluency in English is required (oral and written)

Evaluation Criteria:

Technical evaluation 70 points

Relevant degree on community health, public health, social science, sanitation engineering, civil or mechanical Engineering, water Supply or environmental engineering field, or a diploma with 2 additional years of relevant professional experience. (10 points)

3 and more years of experience on rural Sanitation and Hygiene programme.  (10 points)

Experience in providing training for CLTS, WASH IPC, SBC, DRR, ESS, and climate resilient toilet construction and producing sanitation products (10 points)

Extensive experience in implementing Community Led Total Sanitation (CLTS), WASH interpersonal communication (WASH IPC), Social Behavior Change SBC, sanitation marketing and hygiene promotion campaign (10 points)

Extensive experience in implementing conditional cash transfers for WASH programming, including voucher‑based approaches and smart‑subsidy incentive mechanisms. (10 points)

Extensive experience on project management with at least mid-level manager role (10 points)

Ability to develop the training manual and implementation guidelines (10 points)

Experience in engagement of multi-stakeholders such as administers, village leaders, WASH committees, community volunteers (5 points)
