TERMS OF REFERENCE
UNICEF is seeking to recruit a national consultant to provide technical assistance to key local government and non-government partners to assist with strengthening the quality of ECD services, including to support Biak Numfor district government and other sub national governments in Papua provinces to prioritize their resources to replicate and expand quality ECD services.
Furthermore, the consultant will provide specialized technical support to these partners, to help to adapt national level teacher training modules on HI ECD, nutrition education for ECD students, and positive parenting to fit the local context in Papua. In close coordination and engagement with local ECD taskforce members, he/she will also coordinate and co-facilitate training and document behaviour change practices in target ECD centres. The consultant is also expected to be actively engaged in advocating quality ECD programme replication in the Papua provinces.
To ensure quality implementation of ECD programming in Biak Numfor district, the consultant will work in support of government partners to provide the following tasks and deliverables:
1. Updated ECD in-service teacher training module to integrate nutrition education and disability inclusion components, especially to help teachers to integrate education nutrition in daily lesson plans, and to identify and stimulate students with learning challenges.
Output: 1st revised version of the teacher training module on quality ECD for Biak Numfor District context, with education nutrition topics, disability inclusion and gender equality components.
2. Development of an in-service teacher training module on the utilization of ECD kits, using local dialect as language of instruction, engaging district trainers.
Output: 2nd module on ECD kits utilization using local dialect as language of instruction for Biak Numfor District context.
3. Coordinate and facilitate in-service teacher training on quality ECD, nutrition education and utilization of ECD kits for targeted ECD centres in Biak Numfor District, with selected provincial and district trainers.
Output: In-service teacher training for Biak Numfor District, co-facilitated by provincial (BPMP) and district trainers, is coordinated and facilitated to a high standard, aligning with the government’s teacher training system and standards.
4. Provide regular mentoring and monitoring with district trainers of targeted teachers on quality ECD, nutrition education and disability inclusion of pedagogical implementation in Biak Numfor.
Output: Trained teachers receive regular mentoring on quality ECD, nutrition education and disability inclusion of pedagogical practices from district trainers.
5. Contextualize ECD curriculum with trained provincial and district trainers.
Output: contextual ECD curriculum for Biak Numfor District context.
6. Support the implementation and monitoring of parenting sessions of the ECD programme at targeted ECD centres with trained district trainers.
Output: A series of parenting sessions and monitoring activities are held at targeted ECD centres.
7. Conduct advocacy to local government both at Provincial and District levels, for the preparation of an updated 3-year replication and scale-up plan, including on HI ECD, one year pre-primary education, and ECD teacher’s career pathways, with district and/or provincial resources.
Output: An updated 3-year HI ECD taskforce plan with budget estimates and commitments.
8. Provide a report on overall ECD programme implementation in Biak Numfor District, supported by relevant data and programme documentation.
Output: Final programme implementation report is made available.

Minimum requirements:
- Education: Bachelor’s in education, psychology, sociology, or other social science fields are required
- Work experience:
- A minimum of 4 years of professional experience in early childhood development, social development planning and management in education is required
- A minimum of 4 years of professional experience in related areas at the international and/or in a developing country is considered an asset.
- Experience in UNICEF’s children rights, women and girls’ empowerment, gender, disability and social inclusion’s concept in ECD centres is an advantage.
- Language requirements: Fluency in English (moderate in speaking, advance in writing) is required
- Knowledge/Expertise/Skills:
- Must demonstrate excellent understanding of inclusive ECD concept in marginalized community context, like Papua
- Excellent writing skills in module development for teachers and ECD stakeholders, adjusted with recent national curriculum
- Excellent training facilitation skills on HI ECD content, including on GEDSI sensitive ECD implementation
- Excellent analytical thinking skills to ensure local context is manifested in lesson plans developed by training participants
- Desirables:
- Relevant experience in education and related areas, program/project development and management in Papua Provinces
- Relevant experience in education and related areas, program/project development and management in a UN system agency / UNICEF is an asset
