TERMS OF REFERENCE
An external consultant will facilitate the retreat and produce a strategic synthesis report with key recommendations and an action roadmap for SBC in Mozambique. This retreat will support the retreat will create a structured space to:
- reflect on the evolving UNICEF programme environment and on SBC delivery model
- strengthen SBC work within the CPD 2027–2030 framework
- identify practical approaches to reach and demonstrate SBC impact
- strengthen team cohesion and internal collaboration.
Under the supervision of the Chief of SBC, the consultant will design and facilitate a five-day strategic retreat for the SBC team, applying participatory methodologies such as Design Thinking, Liberating Structures and Systems Thinking.
The consultant will be responsible for:
- Designing the facilitation methodology and detailed agenda for the retreat • Reviewing relevant UNICEF programme documents and strategic priorities
- Facilitating the five-day retreat using participatory and collaborative approaches
- Supporting participants to identify solutions to operational and strategic challenges
- Supporting the development of a prioritized SBC strategic roadmap aligned with CPD 2027–2030
- Consolidating retreat discussions into a Strategic Retreat Report with recommendations
The consultant will also support the team to identify strategies to strengthen:
- SBC impact measurement
- integration of behavioral insights into programmes
- SBC Emergency Preparedness & Response Framework embedded into routine sectoral programs
- knowledge management and institutional learning
- resource mobilization positioning for SBC.

Minimum requirements:
- Education: Master’s degree in social science, behavioral sciences, communication for development, sociology, anthropology, social psychology
- Work Experience: Minimum 8 years working in the SBC field.
- Language requirements: English
- Knowledge/Expertise/Skills: strong writing, planning and group facilitation and coordination skills, including methodologies such as design thinking, liberating structures and system thinking.
- Desirables:
- UNICEF experience is an asset.
