UNICEF GSSC is looking for a dynamic Finance Manager for newly established service-Individual Consultancy Services (ICS) who could lead end-to-end oversight of transaction processing. The role is accountable for driving innovation within ICS through continuous process optimization and solution enhancement, introducing industry best practices while leading change initiatives and ensuring seamless global transition and integration of services. It also plays a pivotal role in expanding end-to-end service delivery models within GSSC to other non-staff functional areas, strengthening organizational consistency, efficiency, and scalability.
The Finance Manager (ICS) will provide end-to-end oversight of transaction processing within the Individual Consulting functional area. The
incumbent will be responsible for supervising staff, identifying training requirements, scheduling training interventions, enacting policy requirements, actively engaging with policy owners, developing client-oriented culture, managing high-level escalation, and ensuring efficient service delivery. Additionally, the role is accountable for driving innovation within ICS through continuous process optimization and solution enhancement, introducing industry best practices while leading change initiatives and ensuring seamless global transition and integration of services. It also plays a pivotal role in expanding end-to-end service delivery models within GSSC to other non-staff functional areas, strengthening organizational consistency, efficiency, and scalability.

Minimum requirements:
- Education: Master or equivalent (Advanced University Degree) degree in Accounting, Finance or Business Administration or any related field is required. Professional certification or membership in an internationally recognized body, (in either relevant fields of finance, procurement or human resources) such as CA, CIPS is required.
- Work Experience: A minimum of eight years of relevant professional experience in financial management Finance, Procurement, or Human Resources at both national and international levels is required. Proven experience in designing end-to-end processes, establishing new business services and structures, and managing global rollouts within a shared services setup is required.
- Skills: Managerial experience and demonstrated success in leading project and change management initiatives, including process improvement, are required. Demonstrated ability to act proactively, deliver innovative solutions with significant impact, drive change, and ensure effective implementation. Strong communication, interpersonal, and presentation skills. A results-oriented mindset with knowledge of productivity and efficiency metrics. Ability to organize, prioritize, and perform effectively under pressure.
- Language Requirements: Fluency in English is required.
Desirables:
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Experience in a UN system agency or organization some of which serve in a developing country is considered as an asset.
- In-depth understanding and hands-on experience and knowledge of SAP and Other systems is considered an asset.
- Knowledge and experience in implementing risk control frameworks, such as COSO.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
