UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. How can you make a difference? 

Under the direct supervision of the Immunization Specialist and with a technical reporting line to the SBC Specialist in the SBC Unit, the SBC Consultant will work in close coordination with the UNICEF Immunization Team; the Department of Health (DOH) at the national level—including the Health Promotion Bureau (HPB)and sub-national levels; field-level consultants; and priority Local Government Units (LGUs). 

The consultant’s scope of work includes: 

  1. Provide technical leadership and expert input to the development and finalization of the National Immunization Strategy, including the design and validation of the costing methodology and the Monitoring and Evaluation (M&E) Framework. 
  2. Provide technical guidance and inputs in the design and optimization of routine, catch-up, and supplemental immunization activities, including development of evidence-based demand generation strategies, facilitation of technical reviews, validation and field-testing of key messages, adaptation of M&E tools, provision of technical inputs to partner briefings, and synthesis of implementation insights to inform continuous improvement.  
  1. Provide expert guidance and technical inputs in the scale-up of the Reaching Every Purok (REP) Strategy and other health systems strengthening approaches by contributing to the development of a demand generation plan for routine immunization, conducting risk assessments, facilitating capacity building on Risk Communication and Community Engagement (RCCE), developing advocacy kits and health worker’s guide, reviewing communication materials, and supporting SBC planning and supervision. 
  1. Lead the technical documentation and synthesis of best practices and develop case studies and human-interest stories related to demand generation for routine immunization. 
  1. Provide technical assistance to implementing partners in the design and execution of demand generation activities ( RCCE, social mobilization, social listening , IPCI ) aimed at strengthening routine immunization systems. 
  1. Provide technical assistance in the implementation and finalization of protocol and guidelines of feedback mechanism between clients and health workers using human centered design in pilot sites identified in Luzon and Mindanao. 
  2. Provide technical support in the implementation of other SBC interventions, including emergency response activities such as rapid assessments, data generation for donor reporting, and the design and implementation of RCCE strategies in humanitarian contexts; systems strengthening initiatives led by the SBC Unit. 

Tasks:

  • Provide technical leadership and expert input to the development and finalization of the National Immunization Strategy, including the design and validation of the costing methodology and the Monitoring and Evaluation (M&E) Framework.
  • Provide technical guidance and inputs  for the design and optimization of routine, catch-up, and supplemental immunization activities, including development of evidence-based demand generation strategies, facilitation of technical reviews, validation and field-testing of key messages, adaptation of M&E tools, provision of technical inputs to partner briefings, and synthesis of implementation insights to inform continuous improvement.
  • Technical support to DOH-HPB in drafting a 2026 comprehensive demand generation plan for routine immunization and facilitate technical review and inputs from the UNICEF side, including SBC and immunization specialists.
  • Support the development/adaptation and testing of key messages and communication materials and tools for various stakeholders, including explainer videos;  and M&E tools for implementers at all levels, building on the existing DOH Bakuna Champions Playbook.
  • Provide technical and supportive supervision support at the subnational level during joint monitoring visits and remotely, as applicable.
  • Support the UNICEF team on the  orientation/briefing of UNICEF partners on SBC planning and implementation, including capacity building and the use of communication tools and materials.
  • Write a documentation report on demand generation support  based on verifiable data and facilitate review and approval among partners.
  • Provide expert guidance and technical inputs in the scale-up of the Reaching Every Purok (REP) Strategy and other health systems strengthening approaches through supporting the drafting of a demand generation plan for RI, risk assessment, capacity building on RCCE, developing advocacy kits, reviewing the RI communication materials, SBC planning and supervision.
  • Development of national level policy for scale of REP strategy
  • Support rapid assessments, microplanning, and capacity building activities, especially in UNICEF-supported areas.
  • Building on existing tools and materials including the DOH playbook on immunization, develop/adapt an advocacy kit for decision-makers containing a factsheet on routine immunization, slide presentations, advocacy briefs, and sample local policies/resolution in support of routine immunization. This includes pre-testing and facilitating a review and approval process within UNICEF, DOH, and other partners.
  • Support UNICEF immunization and SBC teams in the Review and identify routine immunization and other relevant communication materials that can be used to support the engagement of other stakeholders including parents/caregivers of children; and support draft TORs for service providers that need to be engaged in the updating and/or development of new materials, both for regular programming and emergencies. This should be done in coordination with DOH-HPB.
  • Support SBC team in the Development/updating of SBC planning, supervision, and M&E tools that can be used by implementers in the conduct of activities especially at the local level.
  • Deliver a technical briefing on  on SBC planning and implementation, including capacity building, and use of communication tools and materials for implementing partners and other stakeholders
  • Conduct a technical review of Bakuna Champions Training Course and integration of content and guidance for the engagement of non-health stakeholders
  • Lead the documentation and syntehsis best practices, develop case studies and human-interest stories on demand generation for routine immunization
  • Write and facilitate the approval of photo essays and case studies featuring best practices and success stories, especially in UNICEF-supported areas, based on verifiable data.
  • Organize photo essays, case studies, feature stories, photos, video clips, and/or photobooks on routine immunization
  • Conduct technical briefing or consultation sessions with government and Implementing Partner on the documentation of RCCE/SBCC best practices, including the integration of COVID-19 and routine immunization interventions.
  • Provide technical assistance in the development and implementation of demand generation activities with implementing partner, LGUs and DOH to support strengthening of routine immunizationand supplemental immunization activities
  • Deliver a technical learning sesison on SBC during pre-deployment orientation and training for implementing partner.
  • Support the development, implementation and monitoring of demand generation activities with PD Implementing Partner (IP), ensuring alignment with UNICEF’s SBC quality standards.
  • Provide technical assistance to IP and priority CHDs/MOH to ensure quality implementation of demand generation activities and achievement of results 
  • Provide technical assistance  in implementing other SBC interventions and deploying support to the government as needed for regular programming and emergencies, including rapid assessment, data generation for donor reports, and support with the design and implementation of RCCE approaches in the context of Supplemental Immunization Activity and emergency/humanitarian response; and systems strengthening initiatives led by the SBC Unit.
  • Conduct rapid assessments to assess information and other needs of affected populations during emergencies (directly or indirectly through UNICEF partners), in coordination with UNICEF focal points.
  • Provide inputs in donor reports or similar documents based on verifiable data
  • Review progress reports of UNICEF implementing partners and provide comments/inputs, as needed
  • Participate in the regular quarterly meetings organized by the health team and SBC Unit, for coordination, learning, and support.
  • Provide other support to the health team as determined by the supervisor

  • Documentation report  of Good practices on CDS3/ DFAT/GAC support 
  • TOR and progress report on the Knowledge Exchange Forum
  • Rapid assessment reports in case of health and other emergencies
  • Demand Generation Plan for Humanitarian Support during VPD outbreaks and other emergencies

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education:
    • Bachelor’s degree in development communication, mass communication, or related fields.
    • A master’s degree will be an added asset.
  • Knowledge/Experience/Skills:
    • Knowledge of the following:
    • Communication theory and principles and application in public health Communication Local government mandates and planning and budgeting processes is an
    • Advantage National Immunization Programme (basic); routine immunization for children
    • At least 5 years experience in the following:
      • Strategic communication planning process, social data and behaviour analysis, research and evaluation of communication interventions
      • Development and production of knowledge products including the preparation of creative briefs, content development and editing, and pre-testing
      • Field level experience including working with local government units, local and community leaders, community-based organizations; and use of local communication and networking channels to promote behaviours
      • Social mobilization, advocacy, and RCCE in the context of mass immunization campaigns
    • Experience working with UN or UNICEF, directly or indirectly, on health or immunization, an advantage
    • Excellent analytical and written and oral communication skills; people and leadership skills
    • Be able to work in multi-disciplinary teams and with the ability to multi-task and perform well under pressure.
  • Language Requirements:
    • Fluency in English and Filipino is required.
