                                                         TERMS OF REFERENCE

 The objective of this consultancy is to support the Ministry of Health (MoH) of Mozambique in developing a comprehensive nutrition program Action Plan for the health sector that guides the planning and implementation of high impact evidence-based actions aimed at promoting nutrition and improving health throughout the life cycle. This Action Plan will contribute to improving the coverage and quality of essential nutritional actions in the Mozambican health system in a sustainable and comprehensive way, especially for vulnerable populations. The Action Plan will also be aligned with the five core pillars of the Government of Mozambique's Five-Year Program (PQG) for 2025–2029, the three key principles of the National Health Policy and the five key shifts proposed in the Lusaka Agenda 2023. To make the development of the national action plan effective, the 

consultant must ensure alignment with national health strategies and priorities and international standards, in particular with the guidelines of different areas of nutrition action at the level of the National Health System and the Community Health Subsystem, with an emphasis on promotion, prevention, treatment and rehabilitation and its link with other essential sectors (e.g. education, agriculture, industry and commerce, social action, public works, among others)

The consultant will work under the supervision of the UNICEF Nutrition Specialist with the guidance of the Head of the Nutrition Department, Ministry of Health, in close collaboration with the Expanded Technical Group on Nutrition and Maternal and Child Health, being responsible for the following tasks:

Task 1: Inception Report and Working Methodology

Task 2: Compilation of evidence including evaluation of the nutrition program, document analysis, consultations, and the country's nutritional situation

Task 3: Develop strategic lines of nutrition throughout the life cycle

Task 4: Draft a costed action plan with targets and indicators

Task 5: Validation and finalization

Minimum requirements:

  • Education: Master's Pediatrics and Child Nutrition, Maternal, Infant and Young Child Nutrition (MIYCN), School Feeding, Public Health and Nutrition.
  • Work Experience: - Minimum of 10 years of proven experience in the development of national and international nutrition policies, strategies or action plans.

       Relevant experience in nutrition programming in the African region.

       Strong understanding of nutrition and health issues throughout the life cycle with focus on infant and young child feeding, child 

       nutrition, school feeding, public health or related areas.

       Experience on implementation and/or monitoring nutrition interventions in the health system.

       Experience of collaboration with national and international organizations as well as with government agencies, non-governmental 

       organizations and other stakeholders in the nutrition and health sectors

  • Skills Multisectoral interventions and approaches in nutrition throughout the life cycle.

        Advanced research and critical analysis skills.

        Technical knowledge of child development, developmental delays, and disabilities.

        Ability to present evidence of completed and published work.

        Evidence of having developed a National or International Strategy or Action Plan on Nutrition, Public Health or related areas

  • Language Requirements: Excellent written and spoken Portuguese Fluency in written and spoken English.
  • Desirables Excellent communication, writing, leadership, and analytical skills.

Experience of working with government agencies in developing countries.
