The Global Programme Division (GPD) provides global strategic leadership and policy direction, develops and monitors frameworks and standards, and ensures coherence and alignment across sectors, regions, and partners. GPD generates high-impact, evidence-based solutions and strengthens country-level implementation through integrated technical support, linking global policy with on-the-ground action to deliver results for children at scale.

UNICEF has established Centres of Excellence (CoEs) in Nairobi, Panama, Amman, and Bangkok to provide high-quality, demand-driven technical assistance to Country and Regional Offices, and their governments and partners. These CoEs deliver tailored assistance in priority areas such as policy reform, at-scale programme design, public finance, workforce development and institutional strengthening, and humanitarian response while promoting resilient development.

Education Financing in UNICEF’s Centres of Excellence (CoEs) provides strategic policy and financing guidance to governments, enabling them to make informed decisions that promote equitable and sustainable learning and skills outcomes for children and young people. Their work supports the CoEs’ mandate to deliver predictive, integrated, and trackable technical assistance that aligns with national priorities and maximizes impact.

Under the supervision and guidance of the Senior Adviser (Education Financing), this post, Senior Adviser (Education Financing at Scale) provides high-level technical leadership and strategic guidance to countries, enabling UNICEF to remain at the forefront of education financing, policy reform, and capacity development.

The incumbent champions innovative, equitable, and efficient financing of education systems and leads efforts to strengthen institutional and individual capacities in education sector planning, budgeting, and reform. Anchoring global frameworks in national realities, the Senior Adviser translates global strategies and economic evidence into practical, pro-equity solutions that inform policy, planning, and financing reform at scale.

This position coordinates with thematic areas within education and public finance across sectors to contribute to country-contextual education systems strengthening, ensuring that intervention coverage and response are sustainable and equitable for all children.

Furthermore, the incumbent will operationally manage the education satellite in Panama.

  • Minimum requirements
        1. Education: Master or equivalent (Advanced University Degree) in Economics,Finance,Education, Early Childhood Development, Public finance, and any other related fields.
        2. Work Experience: At least 10 years of relevant work experience in Education,Financial Management, Financing, public finance, education policy, economic analysis, capacity building, strategic planning, budgeting, domestic resource mobilization, innovative financing, early childhood education. and any other related fields.
        3. Skills: Education Economics, Education Financing, Public Finance for Education, Strategic Collaboration, Education Sector Planning.
        4. Language Requirements: Proficiency in English is required
  • Desirables
      1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish)
      2. Government-led education, ECE policy, UNICEF Programming, GPE, ECW, Ministry of Education
      3. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
