                                                         TERMS OF REFERENCE

This assessment generates the market evidence needed to move the SPF in Kenya from indicative assumptions to firm parameters. It will provide the data the guarantor needs to assess risk and determine the value of the guarantee, and the data the financing partners need to inform their loan allocation for Kenya. The focus is on clarifying the "how much" and "how many": the scale of financing the market can absorb, the number of households and enterprises that could be reached, and the affordability gap the guarantee would need to close.

The objective of this consultancy is to produce a desk review assessment that gathers, analyzes and consolidates existing documentation and data to inform:

•The scale of financing required and the size of the addressable market (the "how much" and "how many")

•The affordability gap and the implied value of the guarantee required to unlock lending

Minimum requirements:

  • Minimum requirements:
  • Education: Master`s degree in Economic studies, Finance studies, project management, Water and sanitation studies with specialization on WASH financing.
  • Work Experience:

Minimum 10 years of relevant experience in:

  • WASH sector analysis (especially sanitation)
  • Financial inclusion and microfinance
  • Experience in Market-Based Sanitation (MBS) activities & assessments

Proven experience in:

  • Desk-based research and analytical synthesis
  • Policy and regulatory analysis

Strong understanding of:

  • Sanitation value chains in Kenya
  • Financial mechanisms for sanitation
  • Skills: Demonstrated ability to produce high-quality analytical reports for decision-making
  • Language Requirements: All deliverables shall be prepared in English
  • Desirables: Experience in development finance and blended finance mechanisms would be an asset
