How can you make a difference?
The consultant will analyse and triangulate the existing primary and secondary evidence and prepare the evaluation report in accordance with the agreed evaluation framework. No additional primary data collection is envisaged.
The analysis will apply a cross-sectoral and systems-level lens, examining UNICEF-supported MHPSS programming across child protection, education, health, nutrition and other relevant sectors. Based on the available data, it will cover community-based interventions, workforce development, caregiver support, policy and financing, multisectoral coordination and referral mechanisms, and MHPSS data and evidence systems. The analysis will consider results at national, subnational and community levels, as well as relevant cross-cutting dimensions such as gender equality, disability inclusion, social policy and climate resilience.

- Minimum requirements:
- Education: Advanced university degree (Master’s or higher) in evaluation, psychology, mental health, public health, child protection, social sciences, epidemiology, statistics, international development or another relevant discipline.
- Work Experience: At least 10 years of progressively responsible professional experience in evaluation, applied research or evidence generation in humanitarian and/or development contexts.
- Fluency in written and spoken English, including demonstrated capacity to produce high-quality evaluation reports in English.
- Demonstrated experience analysing and synthesizing existing primary and secondary evidence, including qualitative interview and focus group data, survey data, programme-monitoring information, administrative data and documentary evidence.
- Experience and knowledge in MHPSS programming, preferably in humanitarian, fragile, conflict-affected or displacement contexts in Africa.
- Experience working in countries within WCAR and/or ESAR and a strong understanding of the institutional, sociocultural and programmatic contexts of the two regions is highly desirable.
- Skills:
- Proven ability to assess the quality, completeness, comparability and limitations of existing datasets and to develop appropriate analytical strategies for addressing evidence gaps.
- Demonstrated experience applying mixed-methods, theory-based, contribution-analysis and utilization-focused evaluation approaches.
- Strong experience in systematic qualitative and quantitative analysis, evidence triangulation, comparative analysis and the development of findings, conclusions, lessons learned and actionable recommendations.
- Demonstrated experience analysing equity, gender equality, disability inclusion, human rights and child-rights considerations within evaluations and research.
- Language Requirements: Fluency in English is mandatory.
- Working proficiency in French is strongly desirable, given the evaluation’s coverage of Francophone countries and the potential availability of evidence and documentation in French.
- Desirables: Knowledge of Portuguese or another language relevant to the countries covered by the evaluation would be an asset.

- proposed approach to assessing the strength of evidence behind each finding, and to handling data gaps, deviations and limitations;
- a proposed annotated structure for the evaluation report;
- an indicative workplan showing the distribution of the 20 working days across the three phases, and availability during the contract period.
- One or Two evaluation reports authored by the applicant, preferably evaluations in MHPSS, child protection, health, education or a related sector. For each report, the applicant should state their own role (lead author, co-author, or team member). If an evaluation quality assessment is available, such as GEROS, the applicant should refer to it.
