1. Budget Monitoring, Financial Reporting and Management Information
• Monitor budget allocations, commitments, expenditures, funding utilization and implementation trends, ensuring
compliance with UNICEF financial policies, donor requirements and approved budgets.
• Prepare, analyze and share financial dashboards, management reports and budget utilization updates,
highlighting key risks, variances, delays and recommending corrective actions to management.
• Support budget planning, forecasting, revisions and cross-sectoral budget allocations, ensuring adequate funding
from appropriate sources in line with donor conditions and programme priorities.
• Maintain budget monitoring tools, financial records and control mechanisms, including grant tracking, funding
status, operational and financial closure, and other budget-related transactions in VISION.
• Monitor grant implementation, commitments and expenditures to ensure accurate financial information, timely
identification of discrepancies, and compliance with donor conditions.
• Provide financial analysis and budget oversight to programme sections and management, including monitoring
DCT status, utilization rates and other key financial indicators to support informed decision-making.
2. Management of financial reports related to resource mobilization and donor reporting
• Support the preparation and review of financial reports to donors to ensure alignment with VISION reports and
adherence to donor templates and guidelines.
• Prepare financial reports related to contributions in close coordination with the related programmes.
• Support the preparation and review of budgets in donor funding proposals in line with UNICEF financial rules and
regulations.
3. Payroll:
• Support annual payroll planning by maintaining the salary tracker and analyzing funding availability, Standard
Cost, and Cost Distribution data.
• Support payroll processing by ensuring adequate funding is available for staff costs and by coordinating the
timely upload of Cost Distribution.
• Liaise with GSSC Payroll, Human Resources, and programme sections to resolve payroll-related issues.
4. Other Responsibilities:
• Support the development and delivery of capacity-building initiatives to strengthen staff knowledge and skills in
budgeting, financial management, VISION, Insight, and related systems.
• Perform other budget and financial management duties as assigned by the supervisor.

Minimum requirements
- Education: Secondary Education in Administration, Finance and any other related fields.
A Bachelor or equivalent (First Level University Degree) may replace 3 years. A Master or equivalent (Advanced University Degree) may replace an additional 2 years. - Work Experience: 6 years of relevant work experience in Financial Management, Administration, International Development, Grant Management, Budget Monitoring, Financial Reporting, Donor Reporting, Financial Analysis, Budget Planning and Forecasting, Partnership Financial Management, Payroll/Cost Distribution and any other related fields.
- Skills: Strong experience in Budget Management, Financial Management, Financial Reporting, Financial Analysis, Grant Management, and Financial Planning and Forecasting is required.
- Language Requirements: Fluency in English and Arabic is required
Desirables
- Language: Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language
- Knowledge of International Organization experience, VISION, Insight, Donor Financial Reporting, Grant Management, and Budget Planning would be considered an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
