How can you make a difference? 

Under the supervision of the Donor Relations Manager, the consultant will provide technical support for engagement with key public donors, specifically the US and Germany.

Scope of Work: 

The consultant will work under the supervision of the Donor Relations Manager in the MENA Regional Office. The consultant will be responsible for playing a coordinating role for the for a subregional award from the United States - the Bureau of Population, Refugees, and Migration (BPRM) - and ensure that the regional office and all country offices are on track to meet their commitments and deadlines. In addition, the consultant will support in enhancing strategic partnerships with public donors in the MENA region, specifically Germany. He/she will work closely with the UNICEF Public Partnerships Division (PPD) at headquarters and with focal points in the Partnerships and Resource Mobilization teams in relevant COs in MENA. Expected responsibilities are as following:  

  • Provide comprehensive plan? For donor engagement for a sub-regional award from BPRM for Palestinian refugees in MENA. This will include support and oversight on issues like reporting, programme implementation, risk mitigation, information flow/management, resource mobilization, etc.  

  • Draft strategic engagement plans for Germany incorporating an analysis of donor trends, funding priorities, and actionable recommendations for UNICEF MENARO and COs. 

  • Contribute to the development of resource mobilization materials (funding analysis, concept notes, etc.), for specific resource mobilization strategies and engagement plans for the US and Germany.

Develop a monitoring framework for reporting to ensure RO and COs submit their reports on time for quarterly reporting. Provide quality assurance on reporting for each country office.

 *This support will be provided 4 times during the 2025 year: Jan/March, April/June, July/Sept, Oct/Dec.

Develop a coordination mechanism to closely monitor programme implementation by each CO. Provide quarterly update on progress by COs to ensure risks to delays in programme delivery is mitigated.

Develop a donor engagement strategy to foster a second tranche of funding from the partner, based on successes on current award, landscaping of latest donor intelligence/interest, etc.

Donor engagement strategies for Germany Develop a donor profile for Germany that includes their funding priorities, regional interests, and decision-making processes, in close collaboration with the public partnerships team in Berlin.

  Develop a targeted engagement strategy for Germany that includes donor-specific objectives, key messaging points, and timelines for outreach and engagement

  Coordinate at least 5 technical sessions with relevant COs and regional focal points to review and implement the donor engagement strategies, ensuring alignment across the region.

Project review of BPRM award During the consultancy period, act as the first port of call to the relevant COs on questions related to this award. This will include monthly communication with COs on implementation progress, PPD/HQ to secure intelligence from the partner, providing updates to RO on the progress and upcoming deadlines.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in public relations, international relations and public administration.  
    • Seven (7) years progressively responsible professional work experience in donor relations, communication, and reporting.  Experience within a UNICEF CO is an asset.  

    • Excellent oral and written skills; excellent drafting, formulation, reporting skills; 

    • Accuracy and professionalism in document production and editing; 

    • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners. 

    • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; 

    • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; 

    • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; 

    • Fluency in English is required.  Knowledge of another UN language is an asset.
