Engaging and cooperating with public and private sector partners for influence and income is at the heart of the Government of Viet Nam - UNICEF 2022-2026 Country Programme with the ultimate objective to advance the child rights agenda in Viet Nam. As a core strategy of the UNICEF Strategic Plan partnerships with the public and private sector are key priorities to mobilise critical action and resources for child rights and achieve impact for children at scale.

In the context of the mid-term strategic reflection for 2022-2026 Country Programme, UNICEF decided to strengthen its capacities to promote public sector partnerships with key bilateral and multilateral donors in order mobilize resources as well as joint action. Therefore, UNICEF Viet Nam is seeking a dynamic and experienced Public Partnerships and Reports Specialist to join our team in Hanoi to help foster impactful partnerships. This is a temporary appointment with the initial duration of 364 days with possibility of extension based on office's need, funding availability and the performance of the incumbent of the position. 

How can you make a difference? 

You will be responsible for deepening the collaboration with key public sector stakeholders and UNICEF National Committees focused engagement, knowledge exchange, resource mobilization and joint action.

You may serve as focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development.

You will also be in-charge of coordinating, drafting and quality assuring donor reports, proposals and public relations materials as well as of contributing to the new Country Programme Document formulation process relating to partnerships and resource mobilisation to ensure they meet with donor expectations and align with UNICEF standards and procedures.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • Work Experience:  A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.
  • Skills:
    • Strong inter-personal communication and negotiation skills to establish and maintain trusted partnerships and to develop close and effective working relationships with diverse stakeholders.
    • Current knowledge of development and humanitarian issues, strategies, as well as programming policies and procedures in international development cooperation. 
    • Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities.
    • Ability to identify new opportunities and to adapt to and nagivate complex challenges in the field and propose solutions.
    • Ability to work well with a wide range of internal counterparts and to facilitate cross-sectoral cooperation
    • In-depth familiarity with political and governmental processes, tact and diplomatic skills and strong judgement
  • Language Requirements:  Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or Vietnamese is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

As per Article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason. 

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.

All UNICEF positions are advertised, and only shortlisted candidates will be contacted and advance to the next stage of the selection process.
