Care-related social protection provides income support and services to caregivers, primarily women, to help meet the costs of care. It provides financial or in-kind support to those who give or require care, in connection with life events such as childbirth, disability, aging, or chronic illness. It is a core feature of inclusive care and support systems. As part of Selangor‘s latest Care Economy Policy and the Selangor Early Childhood Development Policy and Action Plan, there is a concerted push towards enhancing women‘s labour force participation across Selangor by supporting their care responsibilities while simultaneously improving early childhood development outcomes, including nutrition and childcare access. Efforts to consolidate or improve these existing schemes could help pave the way towards ensuring all mothers and children are able to access support. Recognising this, Selangor, Malaysia’s most urbanised and economically developed state has had in place several care-related social protection schemes aimed at supporting working parents or legal guardians who care for children 0-6 years old to enable their workforce participation and improve early childhood development outcomes, among other goals. These are all varied standalone schemes which have slightly different aims and modalities, and are also administered by different agencies under the Selangor government

El estudio busca analizar la evolución, el desempeño y la articulación de los servicios de educación y formación técnica, así como de capacitación laboral para adolescentes y jóvenes de hasta 18 años en el Perú. Examinará la relación entre la oferta y cobertura de estos servicios, sus resultados en la transición escuela-trabajo, los mecanismos de financiamiento público y la arquitectura institucional que los sustenta. A partir de ello, identificará brechas, desafíos y oportunidades de mejora para fortalecer las trayectorias formativas y laborales de los jóvenes. Asimismo, la investigación generará evidencia técnica para apoyar la agenda de abogacía e incidencia política de UNICEF en el marco del Programa de Cooperación 2027-2031. Se enfocará en identificar intervenciones prioritarias, oportunidades de fortalecimiento institucional, necesidades de coordinación entre actores públicos y privados, y opciones para mejorar la eficiencia y sostenibilidad del gasto público. Los objetivos específicos incluyen analizar la evolución de la oferta y cobertura de la formación técnica y la capacitación laboral durante la última década; evaluar los resultados de inserción laboral y transición escuela-trabajo; examinar las tendencias de financiamiento y ejecución presupuestal; identificar desafíos normativos, institucionales y operativos que afectan la gobernanza del sistema; y formular recomendaciones y una hoja de ruta de incidencia para orientar las prioridades programáticas de UNICEF. El trabajo requiere experiencia especializada en investigación aplicada, educación y formación técnica, capacitación para el empleo, análisis de mercado laboral y presupuesto público, así como capacidad para integrar evidencia cuantitativa, financiera e institucional en recomendaciones de política pública.

To help achieve the results set out in UNICEF’s Strategic Plan and respond to growing demand from country offices and government partners for technical support on ECD, UNICEF is establishing a Global Roster of ECD Expert Consultants. The roster will play a central role in supporting UNICEF’s Centers of Excellence work on ECD by providing Country Offices with timely access to specialized expertise. The roster will function as a stand-by mechanism, enabling UNICEF to rapidly mobilize pre-qualified experts to provide timely and quality support on ECD.
