The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The UNICEF Evaluation Office (EO), as one of the core evidence functions, aims to help UNICEF to improve its performance and results, by supporting organizational learning and accountability. Working through the network of regional evaluation teams, the UNICEF EO supports the organization’s 135+ country offices in finding evidence-based solutions for the world’s most vulnerable children. The EO conducts strategic global, institutional effectiveness, humanitarian, and impact evaluations. It assures the quality and use of UNICEF evaluations by establishing norms, standards, guidelines as well as knowledge sharing and networking. The purpose of this consultancy is to provide quantitative data analysis support for the baseline phase of the Climate Resilient WASH impact evaluation in Karamoja, Uganda. The consultant will work as part of a multidisciplinary team including the UNICEF Impact Evaluation Specialist, WASH thematic expert, and program leads to ensure high-quality data collection, management, and analysis that meets international evaluation standards. This assignment focuses on establishing robust data collection systems, conducting baseline analysis, and creating comprehensive documentation to guide subsequent evaluation phases.

Child protection consultancy (Barnahus standards and recommendations for Poland), UNICEF RRO Poland, Warsaw (55 working days) at Poland
Violence against children remains a pervasive challenge across the EU, requiring integrated prevention and response systems grounded in child rights, evidence, and sustainability. UNICEF Refugee Response Office (RRO) in Poland, at the request of the Ministry of Justice, is implementing a multi-country project under the EU Technical Support Instrument “Strengthening the response to violence against children through better informed policies and enhanced institutional capacity”. The project will contribute to the improved children’s safety in Poland and Romania through a strengthened response of the authorities to prevent and combat violence against children. The general aim of this consultancy is to contribute to the ongoing reform on child protection and response to violence against children in Poland in the area of multidisciplinary and interagency (MDIA) services (Barnahus, Barnahus-type or Child Advocacy Centers models). This aim will be achieved through: (1)developing a set of recommendations, with the goal of providing guidance on the steps in strengthening the response to violence against children via creating and sustaining MDIA centers, and (2)designing Polish standards of these centers, including detailed service standards and competency profiles both based on the various evidence generation activities conducted within the project (mapping of services, capacity assessment, legal analysis, and the desk review of EU good practices).

Child protection consultancy (training modules for professionals working with children-victims of violence), UNICEF RRO Poland, Warsaw (70working days) at Poland
The general aim of this consultancy is to strengthen ongoing reform on child protection in Poland by building capacity of professionals, who provide support to children-victims of violence. The consultancy will aim at implementation of Polish standards for multidisciplinary and interagency (MDIA) services (Barnahus, Barnahus-type or Child Advocacy Centers models). This will contribute to unification of standards of services, reinforcing intersectoral collaboration, and increasing knowledge about this type of support. These aims will be achieved through developing: (1) the detailed training programme, based on the standards of MDIA services developed for Poland (2) three capacity building online modules, for professionals involved in the work of the MDIA services in Poland, selected from the following categories: justice professionals, health workers, social workers, or other professionals working with children-victims of crime. The consultancy deliverables will be based on the various evidence generation activities conducted within the project (mapping of services, capacity assessment, legal analysis, and the desk review of EU good practices, standards and recommendations for MDIA services in Poland).
