How can you make a difference? 

Under the guidance and general supervision of the Chief Education the Education Specialist supports the development and preparation of the programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Education Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society.

The Education Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

 

Key functions, accountabilities and related duties/tasks

Programme Development and Planning

  • Ensure the availability of accurate, complete, and up-to-date information required for effective Early Childhood Education programme and project design, implementation, management, monitoring and evaluation.
  • Draft sound programme budgets for review by the supervisor.
  • Support the preparation, design and updating of the situation analysis for the education programmes particularly on early childhood education to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention and development efforts on education programmes.
  • Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery.
  • Participate in strategic programme discussion on the planning of early childhood education programmes. Formulate, design and prepare programme proposals for early childhood education, ensuring alignment with UNICEF’s Strategic Plans and Country Programme and coherence/integration with the UN Development Assistance Framework (UNDAF), regional strategies and national priorities, plans and competencies.
  • Establish specific goals, objectives, strategies and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.
  • Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results.
  • Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • Implementation of KOICA-supported Preschool programme, including monitoring visits to the field, training of facilitators, provision of learning materials, and integration of parenting education.
  • Strengthening of ECE system ensuring that existing ECE Working Group continues to function effectively with broadened scope to include other line ministries.
  • Finalization and implementation of the holistic and multi-sectoral ECD policy and related activities and participate in ECD policy dialogue and advocacy for holistic ECD approach in Timor-Leste.
  • Support the School Readiness Initiative.

Project Efficiency and Effectiveness

  • Enhance project efficiency and effectiveness through implementation follow-on, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and Early Childhood Education project status.

Work Plan and Project Documentation

  • Analyze collected data and information and prepare progress reports including monitoring and reporting indicators by gender; draft changes in Education project work plans and assist in identification of required supplies and equipment as well as in the drafting of Country Programme Recommendation and other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action.

Project Implementation Information and Data

  • Ensure the appropriateness of financial, administrative and supply documentation; verify that Education project expenditures are within allotments and that data is consistent with the project information and database (e.g., VISION). Follow up on queries or initiate corrective action on discrepancies.

Communication and Networking

  • Build and sustain effective close working relationship with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes
  • Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fund raising for education programmes particularly on Early Childhood Education.
  • Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions on education and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.
  • Ensure effective communication and networking developed and maintained through partnership and collaboration.
  • Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management.
  • Support coordination with members of the development community, including NGOs, UN, and bilateral agencies in the exchange of information relating to Early Childhood Education.

Innovation, Knowledge Management and Capacity Building

  • Compile Early Childhood Education project implementation training and orientation materials to promote knowledge sharing with donors and media. Prepare timely progress reports and facilitate knowledge sharing with donors and media.
  • Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.
  • Keep abreast, research, benchmark, and implement best practices in education management. Assess, institutionalize and share best practices and knowledge learned.
  • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.
  • Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
  • Work Experience: 

 -  A minimum of five years of professional experience in programme planning, management, and/or research in education is required 

 - At least 3 years of experience in activities and/or projects that involved early childhood development or preschool education

 - At least 3 years of experience in applying techniques related to project development

 - Experience working in a developing country is considered as an asset

 - Relevant experience in a UN system agency or organization is considered as an asset.

  • Language Requirements: Proficiency in English (written and spoken) and Korean (written and spoken) is advantage.
