How can you make a difference? 

The main goal of this consultancy is to conduct a national landscape analysis and needs/risk assessment of child drowning incidents in Cambodia. The focus will be on high-risk regions, identified through data collection and stakeholder engagement, including community-based surveys in provinces with the highest reported drowning cases. The objective is to assess the current incidence, risk factors, and gaps in prevention measures, policies, and regulations. The consultant will gather information on existing interventions, programs, and services provided by local authorities, community organizations, and other stakeholders. This will include reviewing relevant policies and legislative frameworks related to child drowning prevention and identifying areas for improvement. The findings and recommendations from the analysis will support the development of targeted strategies, including community-level interventions, policy revisions, and awareness-raising campaigns aimed at reducing child drowning incidents.

The consultant will also facilitate a participatory process with stakeholders to map out key actors, understand the current landscape of drowning prevention efforts, and propose actionable solutions to address the identified gaps.

To qualify as an advocate for every child you will have… 

• At least a Master's degree public health, Environmental Health, social/medical science or any relevant field
• Minimum of 5 years of professional experience in research, evaluation, and qualitative assessment or survey.
• Possess knowledge of research methodologies for data collection (surveys, interviews, focus groups) and data analysis relevant to NCDI (Non-communicable diseases and injuries), preferably in drowning work in a developing country context.
• Have experience collaborating with government agencies, NGOs, healthcare providers, and other stakeholders in the mental health and social service sectors.
• Be skilled in quantitative and qualitative data collection methods (surveys, interviews, focus groups) and data analysis techniques, as well as in writing clear, concise, and engaging reports for technical and non-technical audiences.
• Have the ability to effectively and independently manage a project, including timelines, budget, and stakeholder communication.
• Be fluency in English and Khmer is desirable for excellent written and verbal communication skills for report writing and guideline development.
• Ability to build rapport and conduct interviews with diverse stakeholders at both national and sub-national levels, including children and local communities
• Have strong analytical skills are essential to interpret research data and identify key trends.
• Be capable of adapting existing tools for the local context and translating content as needed.
• Have the ability to present research findings effectively in different formats (reports, slide decks, infographics) to both technical and non-technical audiences in English and Khmer.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
