Rapid Mapping and Roadmap Development on Disability Assessment Criteria Consultant, Moldova,5 months, Moldova, Remotely in Republic of Moldova
The purpose of this consultancy is to support the Ministry of Labour and Social Protection (MLSP) in analysing the disability system, progress, achievements, and challenges in the disability determination process in the Republic of Moldova. This includes assessing the existing disability framework to develop a Road Map for the designing criteria for determining disability in children and adults, in line with international/EU Member States’ practices, aligned with the biopsychosocial model and the International Classification of Functioning, Disability and Health - Children and Youth version (ICF-CY). The main deliverable will be a practical, forward-looking roadmap for revising and piloting the disability assessment criteria in the Republic of Moldova.

UNICEF is requesting the consultant to initiate a comprehensive programme of advanced secondary analyses that goes beyond descriptive reporting, which is to date available in most national reports, with the objective of generating actionable evidence to inform nutrition policies, strategic choices, and programme implementation in the Democratic Republic of Congo (DRC). This work responds to the growing availability of high-quality national datasets and programmatic information, alongside the urgent need to better leverage these data to accelerate progress under the National Multisectoral Nutrition Strategic Plan 2023-2030. To this end, the consultant will contribute to the development of a thematic supplement, coordinated by guest editors from UNICEF and government entities, bringing together cutting-edge analytical work and implementation-focused evidence.
