Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors. UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.

      The RCCE Specialist will lead risk communication and community engagement for BVD/Ebola preparedness and response across Yambio Field Office's high-risk counties (Yambio, Tambura, Maridi and surrounding areas), ensuring that communities have access to accurate, timely information; that two-way feedback and rumour-management UNICEF SOUTH SUDAN 2 mechanisms function and are acted on; and that community actors are active partners in surveillance, prevention and response, rather than passive recipients of messaging. Under the direct supervision of the Chief of Field Office, Yambio, and with a matrix reporting relationship for technical guidance to the Chief of Social and Behaviour Change (SBC) and Emergency Health, UNICEF South Sudan Country Office and in close collaboration with Health, WASH, Education and Child Protection colleagues, the National Public Health Institute (NPHI), the state Ministry of Health, WHO, and other partners, the RCCE Specialist will lead BVD/Ebola RCCE planning and delivery, strengthen the hotline and community based surveillance feedback loops, and build the capacity of frontline workers and volunteers and government counterparts to strengthen community structures/platforms and networks for disease outbreak preparedness; this includes travel to high-risk counties and points of entry.

      UNICEF seeks a highly qualified WASH/IPC Specialist to be based in Yambio to lead and coordinate Ebola preparedness and response interventions across Western Equatoria, working closely with government authorities, WHO, health partners, and humanitarian actors to strengthen IPC and WASH readiness in high-risk locations. Therefore the purpose of the post will be under the direct technical supervision of the Chief of WASH and matrix technical coordination with Emergency Health team and daily administrative supervision of the Chief of UNICEF field office in Yambio, the WASH/IPC Specialist will provide strategic leadership and technical oversight for Ebola preparedness and readiness plan implementation and in case there will be any suspected/confirmed case during this assignment s/he will lead on response interventions focused on IPC and WASH. The incumbent will support preparedness and response activities in health facilities, Infectious Disease Units (IDUs), communities, points of entry and high-risk border locations, ensuring alignment with national preparedness plans, WHO guidance and UNICEF emergency response approaches. The position will strengthen health system readiness, reduce transmission risks, improve protection of health workers and communities, and enhance cross-border preparedness coordination in Western Equatoria State. Frequent travel to high-risk counties, border areas and points of entry will be required.
