In Ghana, UNICEF cooperates with the Government and other partners to defend the rights of children and help them fulfill their potential. With offices in Accra and Tamale, the UNICEF team seeks to achieve results in strategic programme areas. The current Country Programme of cooperation is aligned with the Government priorities, the UN Sustainable Development Partnership (UNSDP) and Key Results for Children (KRCs) in the West and Central African Region (immunization, nutrition, learning outcomes, ending child marriage and ending open defecation). How can you make a difference? 

UNICEF in Ghana is planning to conduct a Climate Landscape Analysis for Children (CLAC), as a Foundational Element of the Sustainability and Climate Change Action (SCAP), to examine the baseline situation of CEED issues affecting children in the country, and how they relate to UNICEF’s priorities. The report will explore government policies and strategies, trends, key interventions, financing options and stakeholders. It will also provide detailed, sector-specific recommendations on how UNICEF in Ghana could further incorporate and strengthen its work on CEED issues in its country programme, laying the foundations for a country-level SCAP Action Plan. Also, findings presented in this report will be used for advocacy and support youth engagement, to strengthen investment in relevant sectors to increase children’s access to quality, inclusive, and climate-resilient infrastructure, and to services that ensure they learn in safe and healthy environments; and are protected from WASH-related diseases, as well as from CEED-related forms of exploitation, neglect, and abuse.

The consultant will lead the production of the Climate Landscape Analysis for Children (CLAC) report, including direction and support to UNICEF in Ghana to programme the recommendations formulated in the CLAC, laying the foundations for a country-level SCAP Action Plan.

Specifical Task:

1. Collect, compile, and review key resources, including web-based and in-country information, and undertake a stakeholder analysis.
2. Conduct consultation meetings with key stakeholders at national and local level, including government Ministries, local authorities, children, and young people, among others.
3. Analyse the data collected through the desk review, the consultation meetings and field visits, and write the CLAC on the model of CLACs from other countries.
4. Work closely with UNICEF in Ghana’s management and technical staff in relevant sections to identify and develop programming options and recommendations for successfully integrating CEED issues in UNICEF’s country programme cycle in Ghana, for the period 2023-2027.
5. Identify potential innovative financing options (climate or green finance, green procurement, green bonds, etc) for CEED interventions in Ghana.

To qualify as an advocate for every child you will have… 

• University degree in one of the disciplines relevant to the following areas in geography, environmental science, natural resource management, meteorology, social and economic development, child rights or related areas.
• A minimum of seven years of progressively responsible professional work experience within the Climate, Energy and Environment sector, with a solid background in studies and assessments and development of strategic frameworks.
• Demonstrated expertise in child rights or any of UNICEF’s main areas of work (Health, WASH, Nutrition, Child Protection, Social Policy, Education, Gender) is considered an asset.
• Solid professional experience in West Africa, ideally Ghana, is also considered an asset.
• Demonstrable experience in the formulation of technical reports at the strategic level is highly desirable.
• Good skills in data analysis and presentation
• Fluency in English required.
• Strong writing and communication skills, with proven ability to develop concise, informative, and accessible pieces of literature.
• Strong computer skills, particularly Microsoft Word and Publisher, other publishing and photo editing software experience is an asset.
• Initiative and resourcefulness. Proven ability to develop and maintain effective working relationships with other team members and partners.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
