National consultant to support UNICEF Albania for field monitoring of child friendly services to Afghan population

Starting in January 2022, upon request of the Government of Albania and of the United States of America, with financial support from USAID (and later from BPRM), UNICEF began responding to the needs of the Afghan population transiting in Albania, by providing education, health, child protection and cash assistance services through NGO implementing partners. As of December 2024, well over 8000 Afghans have received UNICEF services and transited through Albania as part of these programs and flights continue to regularly arrive and depart from Albania as part of the official agreement between the U.S. and Albanian governments. The current arrival flow is 100-120 person per week, for an estimated stay in Albania for around 3-6 weeks. |
How can you make a difference?
The UNICEF field monitoring national consultant will maintain a key role with regard to sound and coordinated implementation of humanitarian protection, social welfare services and its role remains vital to daily UNICEF program on the platform, its implementing partners and the coordination with other service providers. He/she will report to the child protection specialist in UNICEF Albania office.
The main deliverables and tasks to be carried out during the time of the assignment are indicated below:
Deliverable 1: 4 monthly summary reports (every week) on number of arrivals and departures, challenges and main activities/services provided by UNICEF
Task: Provide technical support and advice on the roll-out and implementation of platform protection and care services, trainings, and local coordination with other stakeholders
Timeline: by end of every month
Deliverable 2: - At least sixteen (16) meetings held on site with implementing partners to enhance coordination, review information flow and address challenges (with MoM shared; - One (1) final report (monthly) detailing the status of roll-out and implementation of multisectoral services (including recommendations) submitted.
Task: Provide regular direction and facilitate information flow among UNICEF implementing partners, Tirana UNICEF programme staff, local government in Lezha and donor counterpart at the platform.
Timeline: by end of the month
Deliverable 3: Act as a liaison between Platform and Tirana office programme leads on information sharing, case follow-ups, and implementation of intersectoral decisions across stakeholders working in the platform. Sectorial recommendations to be included in the weekly and monthly reports.
Task: Support Programme leads (Education, Child Protection, Social Protection, Health) in the monitoring of implementing partners SOPs compliance and risk register actions (including cash assistance and protection SOPs
Timeline: Throughout the consultancy period
Deliverable 4: Provide inputs to program staff for any regular assessment report (including recommendations for Senior Managers) within the weekly and monthly reports
Task: Asses the humanitarian protection situation and risks within the area of responsibility and advise prgramme staff and senior managers on the need for establishing or amending SOPs
Timeline: By end of each month
Deliverable 5: Provide regular feedback and recommendations to programme colleagues and communications on visibility enhancement within the Monthly report
Task: Secure a continuous UNICEF visibility/branding
Timeline: By the end of each month
Deliverable 6: Field visits, meetings and training are planned and coordinated in advance in close collaboration with programme staff
Task: Preparation of UNICEF CO visits, field missions, trainings, donor visits and other programmatic events
Timeline: Throughout the consultancy period
The duration of the assignment will be for four months from January-April 2025.
To qualify as an advocate for every child you will have…
- A bachelor's degree on Communication, Social Sciences, Development or Genders studies, Social/Public Policy, Social work, Psychology or any other relevant discipline.
- A minimum of two years professional working experience in development work with vulnerable groups is a must.
- Proven skills in coordinating programs, leading and chairing meetings and liaising between field and national offices is a must.
- Previous experience with UN or international organizations is an asset.
- Very good knowledge of the US Refugee and SIV programs in Albania is an asset.
- Background in organizing and facilitating camp/platform programs is an asset.
- Good knowledge of community-based protection, including understanding of the community's role, structure and practices, including the community's social, cultural and gender norms with Afghan communities is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
