The UNICEF Evaluation Function drives results for children by fostering evidence-informed decision-making. Evaluation in UNICEF supports learning and decision-making, which supports better results for children. Evaluation also helps to hold UNICEF accountable for its contributions to results for children. The evaluation function conducts a diverse set of independent, credible, and impartial corporate thematic, institutional effectiveness, humanitarian, country-led, impact and joint evaluations to ensure UNICEF uses evaluation evidence to improve outcomes for children.

How can you make a difference? 

The Evaluation Specialist (Partnerships) will deepen collaboration with key stakeholders and provide an interface for environmental scanning, knowledge exchange, policy influence and potential resource mobilization within the scope of assignment. The incumbent will also serve as a focal point and resource for colleagues in national evaluation capacity development (NECD) partnerships, including country-led evaluations. The roles and responsibilities are follows:

 1. Strategic Partnerships, Reviews, Coherence

  • Support efforts to expand UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers·
  • Support UNICEF representation in key global evaluation partnerships and with other external stakeholders for effective coordination and engagement.
  • Support development of a coherent global evaluation partnership strategy, grounded in the vision set for the evaluation function.
  • Scan the external environment within the evaluation and partnerships space for opportunities and risks.
  • Identify and facilitate networking, and exploratory meetings with potential new partners, including identification of resource mobilization opportunities.
  • Support the Principal Adviser-Evaluation and Evaluation Specialist (Synthesis) in co-leading the Global SDG Synthesis Coalition

2. National Evaluation Capacity Development

  • Co-lead the launch and dissemination of the Independent Self-Paced Introduction to Responsive Evaluation (InSPIRE) course.
  • Support the continued rollout and delivery of the online Intermediate Moderated Programme for Evaluation Systems’ Strengthening (IMPrESS) in English, French and Spanish
  • Contribute to the management of the MOODLE Platform for progress follow up and participation.
  • Support the strengthening of national evaluation systems through the continued rollout and delivery of the Executive Course for Evaluation Leaders (ExCEL) executive training offered in English, French, Spanish and Portuguese
  • Review and manage contracts with NECD delivery partners, including exploration of different financing and partnering models and sustainability options.

3. Undertake special assignments.

  • Contribute to the development and management of initiatives for high-level outreach, engagement, policy influence.
  • Support the design, delivery, and documentation of key evaluation meetings.
  • Engage in peer reviews of the evaluation function by UNEG, MOPAN, JIU and others, assist in preparation of annual reports and other reports to the Executive Board
  • Support the Director’s Office in liaising with other UNICEF divisions and offices, particularly PPD and PFP, on strategic dialogues, and regional and country offices on NECD/partnership activities.

Minimum requirements:

  • Education: An advanced university degree is required in one of the following fields: international relations, political science, evaluation, research, communications, international development, or another relevant technical field.
  • Work Experience: A minimum of five (5) years of progressively responsible professional experience in one or more of the following areas: evaluation, research, capacity development, public affairs, external relations, resource mobilization or other relevant area, preferably in an international organization, is required.
  • Skills (optional): Excellent communications skills, verbal and written.
  • Language Requirements: Fluency in English

Desirables:

Additional experience in one or more of the following areas, would be highly desirable:

Experience

  • A minimum of five (5) years of working directly on evaluation (or other evidence function) partnerships management and liaison activities within the UN system.
  • A minimum of five (5) years of working directly on national evaluation capacity development activities within the UN system.

Technical Skills

  • Data savvy, with experience in survey design and qualitative and quantitative data analysis and visualization.
  • Experience of online learning management systems such as Moodle which enable interactive and collaborative creation of content for training courses, as well as databases for relationship management.
  • Knowledge and experience of tools and methods to evaluate the impact of capacity development activities.
  • Experience in organizing and delivering offline and online events, including training courses, webinars, symposia, partnership fora etc., at the highest levels.
  • In-depth familiarity with political and governmental processes.
  • Ability to conduct sound policy analysis and to communicate this in a straight-forward manner for non-specialists.

Interpersonal and Communication

  • Evidence of organizational skills, tact and diplomacy, strong communication interpersonal, and emotional intelligence skills to engage with diverse stakeholders and build trust working in teams.
  • Proven track record of ability to foster collaboration, build partnerships, and work effectively in multicultural and multidisciplinary teams.
  • Knowledge of another UN language is an asset (Arabic, Chines, French, Russian, Spanish).
  • Developing country work experience and/or familiarity with emergencies.
