La consultance a pour objectif d’appuyer le Gouvernement de Madagascar, à travers l’UNICEF, dans la mise en oeuvre des approches simplifiées pour la prise en charge de la malnutrition aigüe, en veillant particulièrement à la qualité du déploiement du protocole national et à la réussite du pilote conjoint PAM – UNICEF.
Afin d’assurer une mise en oeuvre efficace et cohérente des différents programmes liés à l’initiative FIRST FOOD du bureau UNICEF Madagascar, il est essentiel de planifier, de faire le suivi et de coordonner les interventions mises en oeuvre. ainsi pour garantir que les interventions soient pleinement alignées avec les objectifs stratégiques nutritionnels de l’UNICEF, et avec sa vision des systèmes alimentaires centrés sur les enfants âgés de 6 à 23 mois, il est crucial de disposer d’une expertise technique capable d’appuyer la mise en place d’outils et d’approche permettant d’assurer une cohérence programmatique, une coordination multisectorielle efficace, et une adaptation contextuelle des actions First Food menées par UNICEF sur le terrain.
Sous la direction du Ministère de la Santé Publique (MSANP), de l’Office National de Nutrition (ONN) et avec l’appui des partenaires techniques et financiers, l’Enquête Nationale sur les Carences en Micronutriments (ENCM 2024) a été réalisée afin de fournir une évaluation complète des principales carences en micronutriments à Madagascar. L’UNICEF a apporté un soutien technique et financier important à cette enquête, représentant un investissement de plus d’un million de dollars. Les résultats et documents de synthèse ont été publiés en juillet 2025 lors d’un atelier national de dissémination. Dans le but de promouvoir l’utilisation des données probantes pour orienter la planification stratégique des programmes de nutrition, l’UNICEF prévoit d’appuyer le Gouvernement malagasy dans la dissémination régionale des résultats de l’ENCM 2024 et dans le renforcement de l’utilisation des données nutritionnelles pour la prise de décision. Un consultant sera recruté pour : (i) appuyer le MSANP et l’ONN dans la mise en œuvre de la phase de dissémination ; (ii) coordonner avec le consortium de prestataires et les entités de recherche pour la publication scientifique des résultats ; (iii) faciliter les analyses complémentaires à partir des échantillons collectés ; et (iv) soutenir la section Nutrition dans la promotion de l’utilisation des données, la recherche et l’apprentissage pour l’amélioration des programmes de nutrition.
