PURPOSE OF THE ASSIGNMENT

Communicating clearly and effectively with the internal and external audiences and documenting the UNICEF work are integral parts of the implementation of the UNICEF State of Palestine Country Office's programmes. To achieve this objective, UNICEF State of Palestine seeks support for the development and production of evidence -based visibility material that documents key children's issues and UNICEF's ongoing responses in the field programs, events, and activities in the State of Palestine (Gaza Strip and the West Bank including East Jerusalem), to support communication efforts with legislatures, policymakers, media, donors and the public at large.

There is a need to have several high-quality photography service providers on Long Term Arrangement contract who can fill assignments promptly, including but not limited to compelling photos, and at times, roll videos for the website, social media, reports, media pitching and other communications outlets. Such content is used to document UNICEF's work in the State of Palestine and disseminated through different channels, including the Country Office, Regional Office and Headquarters website, social media platforms and donor reports. Selective materials will also be shared with the media.

How can you make a difference? 

PROGRAMME AREA AND SPECIFIC PROJECT AREA

The consultancy services will cover UNICEF's initiatives across West Bank & Gaza Strip. The photographer may be required to travel to various locations in Gaza and the West Bank, including East Jerusalem to document different projects and activities.

OBJECTIVE(S)

Capture high-quality and high resolution, impactful images that align with UNICEF's mission and programs. Also write captions for each photo and ensure that all necessary consent notes are obtained.

MAJOR TASKS TO BE ACCOMPLISHED
  • Photograph relevant activities, capturing a diverse range of images, including portraits, group shots, action shots, and contextual photos and keeping in mind culture, gender and other diverse sensitivities as per UNICEF guidelines.
  • Be able to edit and deliver high-resolution/ high quality images in both digital and print formats.
  • The photos should be usable for diverse audiences and have universal appeal.
  • Provide comprehensive captions to accompany the photos.
  • Ensure that consent forms are signed by all children and/ or guardians as per UNICEF guidelines.
  • The consultant will be required to work in close coordination with the communication specialist or his/her delegate in the country office, with overall supervision by the Chief of Communications.
  • Final submission of photos should be in RAW and high-resolution JPEG format.
  • Photos without captions will not be accepted.
  • Ensure that all photographs meet UNICEF's branding and ethical standards.
RESPONSIBILITIES OF THE CONSULTANT
  • The photographers should use their own equipment and may be required to provide a list of this equipment.
  • Deliver at least 15 edited photos per activity within the agreed-upon timeline.
  • Ability to share a small set of 4-5 pictures in the field and/or to upload it within 2 hours from the end of the event.
  • Ensure confidentiality and proper handling of sensitive content.
  • Readiness to deliver on short notice requests (less than 24h)
  • Maintain a high level of professionalism, integrity, punctuality and ethical conduct in all assignments.
  • Photos without captions will not be accepted.
RESPONSIBILITIES OF UNICEF
  • Provide guidance on the specific requirements for each assignment.
  • Ensure access to events, projects, and subjects for photography.
  • Facilitate any required travel and logistics.
  • Provide timely feedback on delivered work.

ESTIMATED DURATION OF LTA: The LTA is estimated to last for 2 years, with the possibility of extension for up to 3 years based on performance and ongoing needs.
TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA)

The selection of consultants for the LTA will be based on technical evaluation, on-time-delivery and financial offers in the ratio of 80:20. The criteria for technical evaluation will be as follows:

Consultants are expected to submit their daily rate in ILS. Please note that no additional cost will be accepted such as equipment rental expense, memory cards and/or batteries. All costs, including travel, administrative costs, etc. shall be covered by the contractor and should be included in the financial proposal as a separate heading and broken down into details of accommodation and travel costs.  UNICEF will issue a contract in ILS.

Candidates are required to specify their daily rates in the financial proposal and provide the breakdown of the lump sum amount as well as incidentals in ILS.

The minimum overall qualifying score is 40. Only those candidates who meet the overall qualifying marks of XX and score the minimum cut-off in each of the above sub-criteria, including the interview, will be considered technically responsive, and their financials will be opened.

  • A Cover letter explaining the motivation for applying and explaining how the qualifications and skillset of the candidate (to be uploaded online)

  • Three Work Samples – This includes four high quality photo collections with captions and quotes in addition to a list of available equipment to be used in missions.
  • A financial proposal indicating professional fee as per the above template. Please do not forget to specify your name in the file while saving. (To be uploaded under other supporting documents).
  • Certificates of mandatory courses (Ethics and Integrity at UNICEF (2020 version); Prevention of Sexual Harassment and Abuse of Authority (2021 version) & Sexual Exploitation Abuse (PSEA) (2021 version) consolidated in one single pdf. Note: If the LTA will include the optional fees for travel assignments, then BSAFE will be a mandatory course requirement to be added to the list of certificates to be uploaded at the time of application.
Without all the above 5 documents your application will be considered incomplete and invalid and will not be considered further.
  • Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.

This assignment requires professionals in their respective fields whose experience and quality of work demonstrably meet the highest international standards. They must have an excellent track record along with experience of working in the social development sector.

The proposed professional/s is/are expected to have high quality industry standard equipment in the fields of photography as well as the following:

  • Proven expertise in development photography.
  • Extensive experience with high resolution digital photography
  • Fluency in spoken and written Arabic and English
  • Previous experience with UNICEF is considered an asset.
  • Experience in working with children and families is a must.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
