How can you make a difference?
Under the direct supervision of the Chief of Planning and Monitoring the post provides professional and technical support throughout the Planning, Monitoring, Reporting and Research (PMR) function of the UNICEF Jordan Country Programme, through preparing, executing, managing and implementing a variety of technical tasks to ensure that results are measured and recommendations from monitoring are implemented and followed up.
1.Strategic planning function, with special focus on situation analysis and evidence synthesis, is systematically executed.
• Coordinate the situation analysis in collaboration with section focal points.
• Lead the evidence synthesis for all strategic plan goal areas in close collaboration with section focal points.
• Contribute to vulnerability analysis and mapping.
• Contribute to further analysis of Demographic and Health Survey findings.
2. Programme performance monitoring and reporting functions are strengthened.
• Coordinating the PROSPECTS programme monitoring, data collection and analysis, learning and evaluation (MEL) process involving five partners in Jordan.
• Contribute to the monitoring of the Palestinian Children and Women programme.
• Lead the Results Assessment Module planning and ensure completeness of performance indicators.
• Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.
• Lead the compilation and analysis of field monitoring module monitoring findings and develop actionable products for programme improvement.
• Identify, capture, synthesize and share lessons learned from routine monitoring and evaluations for integration into broader knowledge development planning and management efforts.
• Contribute to mid-year and end of year review processes in line with the global annual review guidance.
• Contribute to quality and timely reporting requirements, including RAM, CSI and annual reports.
3. The research and knowledge management functions are strengthened.
• Provide guidance and tools for the identification and prioritization of major research, monitoring and study activities to address knowledge gaps identified by UNICEF and partners.
• In collaboration with section focal points, consolidate and facilitate management approval of the annual integrated monitoring, research and evaluation plan (IMEP), linked to the UNSCDF M&E and knowledge management plans.
• Provide technical guidance to ensure efficient management and implementation of monitoring, research and studies included in the IMEP, including facilitating ethical clearance processes.
• Guide the development of dissemination and utilization plans for study findings ensuring products are effectively used for programme improvement.
• In a close coordination with partners, ensure that the IMEP includes data collection activities that provide accurate and relevant data for performance measurement and reporting on results for children.
• In humanitarian response situations, working collaboratively with sector focal points, provide technical support and participate in rapid and comprehensive assessments requested by different sectors.
• Contribute to situation reports by ensuring accurate data collection and validation.
• Organize and prepare documentation for the Publications Advisory Committee and ensure meetings are organized regularly.
• Develop and promote easy access and use of knowledge management products.
4. Country programme strategic planning capacity is strengthened among UNICEF and partner staff.
• Prepare results-based management training materials by adapting existing UNICEF and UNDG RBM training packages.
• Facilitate and deliver country programme planning package, linked to the rights and results-based management training and online courses, targeting UNICEF and implementing partner staff.
• Promote and provide support to ensure that Country Office staff and national partners are aware of and have access to UNICEF RBM learning resources.
• Provide mentorship to programme staff and implementing partner staff to ensure efficient monitoring, data collection and reporting processes.
5. Coordination and Networking.
• Contribute to UN sustainable development cooperation framework joint work planning, monitoring and reporting processes via UNINFO.
• Contribute to UNSDCF joint initiatives related to research and data collection and analysis, including but not limited to the Common Country Analysis.
• Represent UNICEF in relevant inter-agency meetings/events to promote the realization of child rights, especially those most disadvantaged.
• Contribute to the Jordan 2025 Voluntary National Review process in close collaboration with other UN entities.
• Collaborate with Regional Planning, Monitoring and Research Advisers and relevant HQ experts for overall coordination of priority research, data collection, monitoring activities, especially those of regional scope requiring the coordinated effort of multiple countries

Minimum requirements:
- Education: Advanced university degree in Statistics, Data Science, Geographic Information Systems, and Demography.
- Work Experience:
- A minimum of five years of progressively responsible professional work experience at national and international levels in programme/project development, planning, implementation, monitoring, reporting and data and statistical analysis is required.
- Skills :
- previous results-based management facilitation and capacity building skills is required.
- Previous experience in monitoring and reporting on multi-country and multi-partner programmes is an asset.
- Knowledge and experience with UNICEF and UN monitoring and reporting systems, including UNINFO is an added advantage.
- Language Requirements:
Fluency in written and verbal English is required.
Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
