The UNICEF Country Office Development and Support (CODAS) section within Private Fundraising and Partnerships Division (PFP) in Geneva, Switzerland, is seeking a Digital Specialist to provide implementation support for Europe and Central Asia (ECA) region, Private Sector Fundraising (PSFR) Clusters (LAC, ROSA and ECA) and related Country Office (CO) PSFR teams, in addition to supporting testing in Middle East and North Africa (MENA), Eastern and Southern Africa (ESA) and West and Central Africa (WCA) regions ensuring they achieve their 2025 goals. The incumbent of this consultancy assignment will work directly with the Cluster Managers and CO PSFR teams, Regional Office teams, ICT, CODAS, and external agencies to ensure that the related PSFR entities achieve their 2025 goals and develop ambitious plans for 2026 onwards. In addition, this role will work internally with the relevant stakeholders to ensure adequate tracking and reporting that will support the delivery of the goals.

Scope of Work:
Reporting to PFP Market Development Manager, CODAS and working closely with the wider team as well as Regional Office teams, ICT, the Cluster Managers and CO PSFR teams and external agencies, the incumbent will:
- Be responsible for Paid Media including all digital communications aimed at generating visits, leads and conversions across related CO’s and Clusters.
- Help ensure the relevant systems are in place i.e., Global Giving Platform for digital marketing; Work with ICT to ensure that relevant landing pages are in place.
- Help ensure adequate back-end tracking and analytics is in place in order to monitor results; Manage pixels in the Google Tag Manager. Collaboration on setting up the digital dashboard.
- Monitoring of online advertising campaigns and proposals for their improvement; Analyse and measure information derived from these campaigns. Monitor and report on the results.
- Manage the relationship with external suppliers (agencies, systems, and tools) to ensure optimal results.
- Plan, execute and evaluate the objectives, strategies, and actions in the different digital capture channels: SEO/SEM, Display, Real Timing Biding, social media, affiliation, database capture actions. Looking for maximum volume and profitability in terms of ROI and brand image.
- Train digital personnel in COs on paid media, capacitate them to be able to manage future campaigns.
- Be responsible for Search Engine Marketing (where needed); Define the strategy for SEM campaigns in paid search engines; Implement campaigns and make recommendations for improvement; monitor ROI and make recommendations for revenue opportunities.
- Optimize landing pages to maximize the conversion rate.
- Creation, management, and implementation of pay-per-click campaigns.
- Research, analysis, and identification of solid keywords.
- Budget management and analysis for remarketing and ROI analysis.
- Optimize existing campaigns and maximize return on investment.
Specific responsibilities in Social Media Ads (where needed)
- Define the social network advertising strategy aligned to UNICEF’s strategy in agreement with the CO PSFR and Comms.
- Develop, implement, and manage advertising campaigns on social networks (social ads) according to the objectives defined in the strategy.
- Proactively provide strategies in relation to campaign segmentation, target audience, campaign cost, etc.
- Measure the profitability of each advertising channel, metrics and monitoring of relevant conversations.
- Plan, define, implement, and optimize lead generation campaigns through social media or other channels.
Work Assignment Overview:
Reporting on progression of goals v target on active digital campaigns in ECA Cluster and PSFR COs in addition to relevant tests.
Deliverable:
Provide monthly progress report on the implementation of the plans v KPIs, by end of December 2025.

Education:

An advanced university degree (Master’s degree or higher) in one of the following fields is required: Business Administration, Marketing, Communications, Fundraising, Management, or another relevant technical field.

Alternatively, a first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of five (5) years progressive experience in Digital Fundraising and/or Digital marketing, specifically focused on developing and managing Paid Media campaigns and supporting implementation is required.
- Hands-on experience and understanding working in developing markets or for a UNICEF regional or country office is required.
- Proven experience working across multiple markets is required.
- Proven experience working in a multi-cultural environment and with cross-functional teams to deliver on common goals is required.
- Understanding of UNICEF systems, processes, and operations of UNICEF regional and country offices is an asset.
Language:
- Fluency in English is required. Knowledge of another UN language or a local language is an asset.

Remarks:
Please indicate your all-inclusive (lump sum) fees in USD against the deliverables listed above, including all associated administrative and travel costs (if applicable), in the cover letter. The office selects the individual based on best value for money.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
